PROJECT DESCRIPTION The project is located at 2220 Middle Sound Loop Road, adjacent to the AIWW /Middle Sound, near Wilmington, in New Hanover County. To find the project site travel north on US Highway 17 from Wilmington to Middle Sound Loop Road in the Ogden area of New Hanover County. Turn right onto Middle Sound Loop Road and travel approximately 0.7 miles to Ogden Elementary School. Turn right at the school and continue on Iyliddlc Sound Loop Road for approximately 2.2 miles to Oak Winds Marina. The property is located on the west side of Middle Sound Loop Road across the street from Oak Winds Marina / Harrelson's Boat Basin. The property encompasses approximately 128.9 acres and is bordered by Middle Sound Loop Road to the east, and residential development to the north, south and west. The property is heavily wooded with an average elevation ranging from 4' to 30' above mean sea level (MSL). High ground vegetation consists of mixed hardwoods and managed pine plantation. An existing single-family residence and swimming pool are located on the proposed Lot-51. An existing sanitary sewer lift station is located between Lot 59 and Lot 60. A culvert under Middle Sound Loop Road near the southeastern corner of the property connects the waters of Middle Sound (Oak Winds Marina / Harrelson's Boat Basin) to the major drainage feature of the eastern portion of the property. This stream acid associated wetlands extends across the property in a east /west direction for approximately 1.800 feet. continuing into the adjacent Stonybrook Subdivision. Normal High Water (NHW) extends from this culvert approximately 150 feet west into the property from the culvert at Middle Sound Loop Road. Coastal ~~~etlands extend outward from the culvert approximately 320 feet upstream. Coastal wetlands consist primarily of Smooth Cordgrass Marsh (Spartina alterniflora) near the culvert, transitioning to high marsh consisting primarily of Black Needlerush (Juncus roemarianus), Cat-tail (Typha spp.), Sea Lavender (Lin~oniunz spp.), and Bulrush (Scirp~s spp.). The western portion of the property drains to a tributary of Pages Creek, however the normal high water line of this tributary and the Coastal Wetlands associated with the tributary do not extend onto the applicant's property. The western portion of the property also contains two channelized streams, the longer of which drains to Pages Creek. Several of the smaller §404 Wetland areas on the property, which were historically isolated, have been previously ditched and are connected to the streams. The property contains approximately 0.84 acres of Coastal Wetlands and approximately 10.64 acres of §404 Wetlands. The §404 Wetland delineation was certified by the U.S. Anny Corps of Engineers on February 13, 2006. The largest of the §404 Wetland area is also associated with the property's main drainage feature on the eastern side of the site. The waters of Middle Sound, directly adjacent to the project site, are classified as SA-ORW b}~ the North Carolina Division of Water Quality. They are not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are closed to the harvest of shellfish. The upstream area of Pages Creek, which the western portion of the project drains to, is classified as SA by the North Carolina Division of Water Quality, is designated as a Primary Nursery Area by the Division of Marine Fisheries, and is closed to the harvest of shellfish. PROPOSED PROJECT The applicant is proposing to subdivide the 128.9.1 acre tract into a 182 lot residential subdivision to be known as Anchors Bend. Individual lot sizes would range from 7,000 to 30,000 sq. ft., at a density of 1.59 units per acre. Twenty-four (24) town home units are also proposed in northwestern portion of the property. The area of the property between the town home units and northwestern property line is shown on the plans as an area of future development for baseball fields, soccer field, and tennis court. Initial development would include the clearing and grading of approximately 66 acres of the site for road and utility installation and lot preparation. The limits of disturbance are shown on the applicant's plans (Sheets land 2 of 8) as a dark shaded line. The subdivision would have two entrances /exits from Middle Sound Loop Road, as well as, one road connection each from the adjacent North Bend and Stoneybrook Subdivisions. The existing structures on Lot S 1 would be removed. The applicant is also proposing a pool and recreation center located between Lots 50 and 51. Bridges would range in size from 8-1 1 feet in width and would be 30 feet in length. Bridge details are provided on Sheets 4-6 of 8. Nine culverts would be installed for road crossings impacting approximately 238 linear feet of stream channel. Fill associated with road crossing would also impact approximately 0.16 acres of §404 Wetlands. Onsite mitigation is proposed for the wetland and stream impacts. Mitigation would include approximately 1,700 linear feet of stream restoration and 1.2 acres of wetland restoration. The applicant indicatesthat a State Stonnwater Permit Application was submitted to the Division of Water Quality on June 5, 2006 and a Sedimentation and Erosion Control Plan was submitted to New Hanover County on March 15, 2006. 10. ANTICII'ATED IMPACTS The proposed road construction and site grading would disturb approximately 66 acres of high ground and would result in the filling of approximately 0.16 acres (6,969 sq. ft.) of §404 Wetlands for the proposed road crossings. Approximately 238 linear feet of perennial stream would be impacted for the proposed road crossings and culvert installation. The tract is bounded by Middle Sound Loop Road to the south, single-family development to the north, west and east. The site contains heavily vegetated areas. All runoff from the site drains to Middle Sound (SA ORW) and Pages Creek (SA HQW). There are wetlands and streams located in the proposed project area. The project is a new residential subdivision that will require clearing and grading for the installation of roads, amenity areas and utilities. Impervious surfaces for this project have been designed not to exceed 25% of the entire site in order to stay within the low density thresholds and associated CAMA regulations. About 66.00 acres will be disturbed by the construction work. The water supply will be dedicated to and operated by the City of Wilmington. The sewer collections system will be dedicated to and operated by New Hanover County. The site is proposed as low density, with a proposed maximum impervious surface of 25%. The site will be developed under the low-density guidelines using grass swales and wetlands for treatment. There will be no direct discharges of stormwater into any watercourses located throughout the site. CAMA ISSUES: Approximately 11.65 percent (15.0 acres) of the Site is within 575' of the Middle Sound ORW Area of Environmental Concern. There are 0.84 acres of coastal wetlands on the Site adjacent to the normal high water line on the eastern portion of the property draining to Middle Sound. There is a connection by culvert under Middle Sound Rd. between Oak Winds Marina and the coastal wetlands on the site. There will be upland development with bridges and culverts on the property. The upland development will consist of 182 residential lots ranging in size from 7,000 to 30,000 square feet and 24 town homes. There are 11 wooden bridges approximately 8-11' wide and 30' long (Table 1). The bridges are for walking trails and access to lots. There are 9 culverts ranging in diameter from 15" to 49" and approximately 25' to 72' long (Table 2). The density of the residential units is 1.59 per acre. There are a total of 5759 linear feet of stream and 11.6 acres of wetlands on the Site. The project will impact 0.16 acres of wetlands (Table 3) and 238 linear feet of stream (Table 4). There will be a recreational center, club house and two pools. All of the CAMA issues are labeled on Figures 1 and 2. Close ups and cross sections of the bridges, culverts, wetland impacts, stream impacts and other proposed structures are given in Figures 3-8. OTHER PERMITS: A jurisdictional determination by the USACE of the wetland delineation was completed by Jennifer Frye on February 13, 2006. A state stormwater permit application was submitted on 6/5/06. A sediment and erosion control plan was submitted on 3/15/2006. ESP has been in communication with the USACE throughout this process. ~y~.~;~6VI•.4:~ ~~Cf'~~~ ~~vl~.r~~l~Ii~TCtl~, NC MITIGATION: The project will be using onsite mitigation for the wetland and stream impacts. There will be -1700 linear feet of stream restoration on a previously ditched 2"d order tributary draining to Pages Creek. There is also the proposed restoration of a 1.2 acre wetland feature feeding into this tributary to mitigate for the fill of three small wetlands needed for roadways. In general, the proposed mitigation design for the stream will consist of cutting back the existing banks and narrowing the channel to an average width of 5-6 feet without deepening it in order to create a more efficient stream for sediment transport while still allowing the stream to utilize a newly developed floodplain. The proposed active floodplain is approximately 50 foot on both sides of the channel. These floodplains will be lowered to the estimated bankfull elevation of the stream. Within these floodplains, small wetland features will be created to help promote better water quality and habitat for hydrophytic vegetation and wildlife. The overall location of the stream will not be altered. The wetland restoration feature located along the upper reach of the UT has hydric soils, but due to previous ditching, the wetland has diminished. This wetland restoration will involve enhancing already present depressions by building up the ground elevation around this area and plugging some of the already existing ditches that drain these features. This would allow natural groundwater input to accumulate giving sufficient water storage in the already present hydric soils for hydrophytic plants. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other lazger plats are acceptable only if an adequate number of quality copies are provided by applicant.
