Dear Ms. Xiao:
Town of Clayton is pleased to submit and request your approval of the attached Application for
Authorization to Construct Permit (Form ATC-12-14) for the Neuse Water Reclamation Facility
(WRF) project, NPDES NC0025453.
The new WRF is to replace the existing Little Creek WRF. It will initially serve the 32,000
residents of Clayton, North Carolina as well as several bio-pharma industrial customers.
The town will use a phased approach to expand the facility's capacity to meet the expected
demand increase from residential and industrial growth. The second phase of the new WRF is
designed to handle the additional demand expected in 2040. The facility discharges to the
Neuse River. Effluent limits are the same as for the Little Creek Water Reclamation Facility.
The key unit activated sludge (AS) process of the WRF includes parallel Bardenpho reactors
with anaerobic, anoxic, and aerobic zones designed to remove nitrogen (N), phosphorus (P),
and organic matter. The WRF also includes influent flow equalization to provide
attenuation of varying hydraulic and Toads, secondary clarifiers, cloth disk filters, UV
disinfection, and post -aeration to meet the effluent requirements. The AS process also includes
return activated sludge (RAS), recirculation and sludge wasting, pH adjustment, and internal
recirculation to enhance N removal, and effluent flow metering. Waste activated sludge
(WAS) is dewatered onsite. The solids process includes polymer sludge conditioning and
rotary drum thickening, aerobic digestion, WAS day tank storage, screw press dewatering,
and solids deposition to either a dumpster in the Headworks building or to truck bays in the
Thickening/Dewatering Building,

Construction for the WRF will begin in January 2022. Completion is expected by May 2024,
and start-up will occur in April 2024. Weather delay days may extend start-up to November
2024. All requirements of 15 NCAC 02H. 0100, 15A NCAC 02T, North Carolina General
Statute 133-3, North Carolina General Statute 143-215.1, and Division of Water
Resources Minimum Design Criteria for NPDES Wastewater Treatment Facilities are met by
the proposed design.
