PROJECT DESCRIPTION: The project site is located at 2446 Harbor Lane, adjacent to the AIWW, in Wilmington, Pender County. To locate the property from the WIRO office, drive north on NC Highway 17 and turn right onto Scotts Hill Loop Road. Follow Scotts Hill Loop Road approximately 2.4 miles and turn right onto Harbor Lane. The property will be located on the right hand side of road, at the terminus. The property consists of a 1/2-acre parcel that is situated on land that is approximately 23-25 feet above mean high water (MEW) and is vegetated primarily with lawn grasses. A single-family residence occupies the highground portion of the property. The highground portion of the shoreline is contained by a series of "keystone" type retaining wall, which are situated above (landward) of the adjacent wetlands. Below the wall, "404 type" and coastal wetlands extend waterward, a distance approximately 145 linear feet. Groundsel bush (Baccharis halimifolia) and Bulrush (Scirpus spp.) are among the species that vegetate the area immediately waterward of the transition zone. Waterward of this zone, Smooth Cordgrass (Spartina alterniflora), intermixed with Glasswort (Salicornia spp.) and Sea Lavender (Limonium carolinianum), span along the tidal flat a distance of approximately 75' before reaching the open water area of the AIWW. The width of the waterbody measures approximately 570' from marsh to marsh in this location. Although submerged aquatic vegetation (SAV) exist along portions of Scott Hill Loop Road, no SAV was observed in the proposed project area, neither during a site visit (10/21), nor in historical photos dated back to at least 2012. Currently, a pier, platform (uncovered), floating dock and boatlift exist at the property and the structures were authorized under CAMA General Permit GP#4231, which was issued on 7/29/2005. The permit authorized construction of an access pier (6' x 244') and a fixed platform (14' x 14') and boatlift (13' x 14'). Water depths in the vicinity of the existing platform range between -2.0 and -4.0', relative to Mean Low Water (MLW). The waters of the AIWW are classified SA-ORW by the Division of Water Quality. The project area is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and is OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to relocate an existing boatlift, install three (3) new finger piers and two additional lifts, creating a total of five (5) boat slips. In addition, the applicant is proposing to cover the existing platform. As proposed, the applicant is requesting authorization to relocate the existing 13' x 14' boatlift from the area located north of the existing platform. The boatlift would be moved to the outer edge of the northern most finger pier (shown as slip #5 on sheet 1 of 3). From the 6' x 37' finger pier, two additional fmger piers (both 4' x 20') would span toward the east, into the AIWW. Adjacent to the two fixed 4' x 20' finger piers, the applicant proposes to install two new 13' x 14' boatlifts as well as the re -located lift. These structures would be located approximately 10' landward (recessed) of the existing floating dock (to remain in place), in waters that measure approximately -2.0' to -2.5' deep during normal low tide. Please refer to sheet 1 of 3 for an overhead view of the proposed dock layout. In addition to the new structures, the applicant is requesting authorization to cover the existing platform (12' x 16'). Based on the site plan drawings, the size of the platform would remain the same. Water depths in the vicinity of the proposed docking facility range from -2.0' to -4.0', normal low water. The area within the project boundary appears to be void of any SAV and it is not designated as a PNA. 10. ANTICIPATED IMPACTS The proposed docking facility would result in the incorporation of approximately 928 square feet of Estuarine Waters and Pubic Trust Area. No impacts to Coastal Wetlands or any SAV should be impacted as a result of the project. The proposed development would be located within of the adjacent 15' riparian corridor setbacks on both sides and would be constructed outside of the federal channel setback, within 1A of the width of the waterbody and within the established pier - head line. Turbidity associated with the piling installation should be kept to a minimum.
