Inspection Summary:
The Park ownership changed in 2016 and the wastewater treatment permit NCO036676 was transferred in 8-2016. The
system is considered deemed permitted under 15A NCAC 2T 0.403 and the system & Permittee must abide by the
minimum requirements of the regulation.
To bring the pump station into compliance, the control panel/electrical panel needs to be replaced and could be placed
outside. Audible & visual alarms need to be installed on the outside of the building. The building should be vented to reduce
the potential for a hazardous atmosphere -- could replace door with a chain link lockable gate. The station needs to be
posted with owner name, station address, and a phone number for 24-hour Emergency contact. A second pump needs to
be installed; pumps must be grinder type unless force main is at least 4-inch & pump is solids -handling or a trash basket is
provided and emptied as needed.
The pump station must be inspected daily unless telemetry is installed. Even with telemetry installed, once per week all
pumps, floats, and alarms must be tested. This activity must be documented. Example form will be provided.
The Park had a map of some sort back in 2012, but it was missing some of the key requirements. A map meeting the items
listed in this report with the exception of tap locations must be created & maintained and ideally be a survey.
Permittee needs to have an O&M and Spill Response Plan available.
Permittee needs to have a grease education program and ideally with a general sewer education component for all the
residents.
A Notice of Violation with Intent to Assess is being issued due to the pump station.

Comment: Most of the same issues with station's condition first noted in 6-2010 and again in 6-2012
remain. Only 1 pump was present again like in 2010, no external AN alarms are present, the
control/electrical panel is in bad condition, and the building isn't vented. It had a phone number
on a sign on the door, but nobody knew what the number is.
