Reviewed facility's Stormwater Pollution Prevention Plan (SPPP); documentation associated with annual employee training, annual non-stormwater certification, facility inspections, etc.; and monitoring records from 2018 through 2021. Facility's SPPP, dated November 2018, appeared to contain all required components per the previous permit term (November 1, 2018 - May 31, 2021). Per telephone conversation with Toni Scott on January 26, 2022, an updated SPPP reflecting new/current permit conditions (i.e. quarterly monitoring frequency) is in the process of being finalized by a consulting firm. Monitoring records indicate a couple periods of no discharge and sampling events with no benchmark value exceedances except pH being below 6 for the fourth quarter 2021 sample. A Tier One notification of the low pH value was made to the regional office. Ambient precipitation with pH values less than 6 is a possible cause. After the records review, observations were made of the stormwater outfall, AST, fueling island, maintenance shop and overall site conditions. At the time of inspection, facility appeared to be well operated and maintained.
