On January 25, 2022, a site inspection was conducted for the R+L Carriers - LUM facility located at 2630 East 5th Street,`
Lumberton, Robeson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Patrick Breeden, Service Center Manager, was also present during the inspection and his time and assistance is greatly .
appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit
NCG080000 under Certificateof Coverage NCG080908. Permit coverage authorizes the discharge of stormwater from the
facility to receiving waters designated as Jacob Swamp (Warwick Millpond, Carolina-. Power and Light Company Cooling
Lake), class CSw waters in the Lumber River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG080000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General' Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Met with Patrick Breeden, Service Center Manager. Reviewed facility's Stormwater Pollution Prevention Plan (SPPP);
documentation associated with annual employee training, annual non-stormwater certification, facility inspections, etc.; and
monitoring records from 2018 through 2021. Facility's SPPP, dated November 2018, appeared to contain all required
components per the previous permit term (November 1, 2018 - May 31, 2021). Per telephone conversation with Toni Scott on
January 26, 2022, an updated SPPP reflecting new/current permit conditions (i.e. quarterly monitoring frequency) is in the
process of being finalized by a consulting firm. Monitoring records indicate a couple periods of no discharge and sampling
events with no benchmark value exceedances except pH being below 6 for the fourth quarter 2021 sample. A Tier One
notification of the low pH value was made to the regional office. Ambient precipitation with pH values less than 6 is a
possible cause. After the records review, observations were made of the stormwater outfall, AST, fueling island, maintenance
shop and overall site conditions. At the time of inspection, facility appeared to be well operated and maintained.
