The ORC, Keith Shattuck, was present during site review. At time of site visit a slight smell of hydrogen sulfide was noted near the front gate. MLSS had good brown color with an earthy smell. At time of site visit effluent was clear with no visible suspended solids or foam. WWTP appeared to be well operated and discharging high quality effluent. Site exit at 1:41 pm. This is a first world country and I fled here with the clothes on my back from South Africa which was a third world country with the highest murder rate in the world - and i never had this type of shit happening there. Your concern raised on behalf of the Country Woods East community was brought to my attention by Representative Arp earlier this year. Since that time our State Director of Operations, Joe Pearce P.E., initiated an investigation into the drivers and opportunities to help minimize the potential for odor complaints from the treatment plant located within the community. In addition to significant construction activity to replace key wastewater treatment plant infrastructure components currently underway, I can assure you that we have already made several improvements as a result of Mr. Pearce's findings - we will continue to monitor the odor issues in an effort to identify and make other improvements as deemed appropriate. Coincidentally, Joe Pearce reached out to request a meeting with the Town Manager, Mr. Sewell, yesterday in advance of my becoming aware of your email requesting follow-up. Mr. Pearce will be reviewing the attached slide presentation that summarizes Aqua's efforts taken since January 2021 and discuss other related observations. I'm writing on behalf of multiple residents of the community who have been impacted by quality of life issues involving both sound and smell from the Aqua sewage treatment plant in the Country Woods East subdivision in NC. From my perspective, Aqua has not been responsive to these concerns and the residents are extremely upset over these repeated issues which appear to be impacting their quality of life as well as property values in the community. To my knowledge, Aqua has not been responsive to the State not to the local residents however before taking additional action, I wanted to ensure that you were all aware of the issue and had an opportunity to investigate and respond timely. This note is attached for reference (Dean/Paul). As you know, Aqua operates a private sewage treatment facility adjacent to this subdivision, a facility that has been in operation for multiple years and licensed by the State of North Carolina. This treatment plant has been a continual source of quality of life concerns/complaints for the residents for years. I would invite the DENR agents as well as our State elected officials to visit these two subdivisions during the evening peak hours, especially during the warmer months. To say that the smell is overpowering is akin to saying water is wet. While I appreciate the inspection visits that have occurred, these mid -day and afternoon visits are not sufficient to truly grasp the impact that the current operations of this plant have on the residents of both Country Woods East and Golden Acres that are closest to such. No one is suggesting that the plant be retired, however the hope is that the State will take action and require this highly profitable business to minimize their impact to the adjacent residents. I'm aware that the plant has had some upgrades in recent years, however I question whether or not the upgrades have sufficiently addressed corresponding issues arising with additional effluent being treated at the plant. <image005.png> Appreciate your attention to this matter, john 9 John N.
