Present during the inspection were Messrs. Anthony Futrell and Stacy Goff (both with Carolina Water Service), and Chris Smith, Dorothy Robson, Molly Nicholson and Cassidy Kurtz with DEQ (all with Raleigh Regional Office) and Bryan Lievre with DEQ (Wilmington Regional Office). The existing permit which was issued 3/17/21 and expires 9/30/2025 provides for the operation of a WWTF for the Brandywine Bay Subdivision. The wastewater system currently is comprised of dual train 100,000 GPD and 50,000 GPD extended aeration treatment systems, dual 200,000 GPD fixed -plate tertiary cloth filters, two (inactive) UV disinfection units, an active sodium hypochlorite disinfection system, a 1.25 MG unlined 5-day holding pond, a 7.5 MG storage holding pond and 84.6 acres of spray irrigation fields over an 18-hole golf course within the subdivision. The permitted flow for the system is 150,000 GPD and the system has operated at an average yearly rate of approximately 101,600 gpd for 2020 and 94,434 gpd for 2021 (January through October). The system is being replaced due to the deteriorating condition of most of the metal structures and upgrades are being performed to provide for anticipated growth in the area and the possible shut down of another WWTF in the area (e.g. Hestron Park WWTF, W00003271). The current permit also provides for the existing extended aeration WWTF to be replaced with a 300,000 gpd wastewater system to include upgrades to the existing influent pump station, dual sequencing batch reactors (SBRs), to abandon the golf course irrigation system and convert the 5-Day and 30-Day ponds into infiltration basins with a surrounding groundwater lowering system and to include the installation of three additional monitoring wells (e.g. MW-11, MW-12 and MW-13). According to system staff, activities to alter the wastewater system will commence within 30 to 45 days of the date of the recent inspection and are expected to be completed in about one year from date of commencement of activities. Site activities are anticipated to commence with the installation of a new road into the wastewater system to the northeast which will provide a more direct route onto Horton Drive and NC Hwy 70. System staff were reminded of several conditions of the new permit, which required advanced notice to the Wilmington Regional Office of: 1. A closure plan for the 1.25 million gallon and 7.5 MG ponds (Refer to Item 1.1.); 2. Advanced notice of at least two days in advance of initial operation of the constructed facilities so that the Division can conduct a startup inspection (Refer to Item 1.3.); and, 3. A map and proposed well detail for proposed wells MW-11, MW-12 and MW-13 (Refer to Item 1.4.). Records were reviewed and well organized. Staff were very knowledgeable of system operations and their assistance during the inspection was greatly appreciated. Please review the comment sections of the inspection report for more details. CWS staff informed WiRO of the problem and an agreement was made to estimate flow based on prior measurements and complete repairs/replacement asap. Repairs were determined to have been possible and were completed in 1/2022 with the unit calibrated thereafter by Delta Systems Environmental. Staff are planning to install a flow sensor to attach to the turbidity meter as a backup flow meter. Several months of data was inspected including 5/2021 and 9/2020. Inspection results and maintenance activities are recorded on tablets using Lucite software program. Effluent sampling results indicate that discharge has exceeded 2L Standards of 1,000 mg/L TDS for Class GA and GSA groundwaters in 3/2020 and 7/2020 as well as 250 mg/L chloride in 3/2019, 11/2019, 7/2020 & 7/2021. Monitoring well sampling results have been exceeding the limit of 500 mg/L TDS in wells MW-4, MW-5 and MW-8 7/2021, 3/2021 (not MW-4), 11/2020, 7/2020, 3/2020. Monitoring well MW-4 has intermittently exceeded the limit of 1.5 mg/L total available nitrogen 3/2021, 7/2020 (also MW-8) and 3/2020 (also MW-8). MW-4 also exceeded the limit of 250 mg/L chloride 3/2020 during the period from the last inspection (2/14/2020) to the currently available information.
