Incident #202200107 Dear Mr.Bullock: On January 16, 2022, the City of Kinston had to bypass part of its treatment process (the denitrification filters). Flows fluctuated through the day and began to effect plant operations All basins remained in service. We began to experience heavy pin flocking from clarifier #1 and #2 and by 5:24 pm, we had to start bypassing the filters. As you are aware, the filters are the last stage of treatment prior to UV disinfection and final discharge to the Neuse River. The State (Mr. Bullock) was notified shortly after ( 6.03 pm). Average influent flow for the 16th was 4.36 MGD with flows continuing to fluctuate over the next 48 hours. The average for the 17th was 7.21 MGD and the 18°i was 6.90 MGD. Though the average was normal for the 16°', the SCADA reflected an uptake in flow prior to the bypass...peaking at - 17.50 MGD right before the bypass occurred. Influent flows slowly receded over the next six hours yet still remained above 10.5 MGD for that duration. The temporary polymer feed system pumped 400 gallons on the 15ti' trying to settle down the sludge blankets in the clarifiers. All filters were put back on line at 8.18 am, Tuesday, January 18, 2022. Daily composite effluent TSS results for the event are as follows: • January 17, 2022: 111.9 mg/L • January 18, 2022: 18.9 mg/L • January 19, 2022: 5.4 mg/L • January 20, 2022: <2.5 mg/L • January 21, 2022: <2.5 mg/L The January 17-21, 2022 weekly average limit value of 45 mg/L was not exceeded for TSS. The average for the week was 27.24 mg/L. At this time, no other violations have been seen. Sludge wasting data for the 16th was 32,400 gallons. Rain in the area on January 16, 2022 was 2.00 inches. Solids levels in the plant remain higher than what we typically have for this time of year. Current levels are fluctuating between 5000-6000 mg/L in the basin. Our inability to properly process out our solids was directly related to both sludge pads being completely full which in turn kept the belt press from operating efficiently for almost two months. The City's contracted biosolids remover was contacted to remove the solids from one of those pads but it took them almost two months to get here and provide the service we requested. The City is working with another biosolids company to remove and offset the daily loading of the dryer. The first two truckloads of biosolids left the facility on January 19, 2022. Our plan is to haul 2-3 truckloads Tuesday - Friday as weather permits until our solids levels are back into more ideal ranges. The press will continue to be ran as we also continue our growing use of the Biosolids Dryer.
