Earth Tech of North Carolina, Inc. (Earth Tech) has reviewed your request for additional
information regarding the above referenced project. It is our goal at Earth Tech to complete this
project while meeting the criteria of the North Carolina Department of Environment and Natural
Resources -Division of Water Quality, Wetlands Group.
Per your request for additional information regarding cumulative impacts and stormwater
management measures, the Town of Louisburg has sent a letter to the North Carolina
Department of Environment and Natural Resources -Division of Water Quality, Wetlands
Group stating that the Town's policies regarding development and stormwater management
activities. This letter should clarify the Town's commitment to requirements for new
developments in within the Town's jurisdictiun. A copy is attached herewith for your reference.
Per our telephone conversation, there will be no change in impacts from the original submission.
Impacts will remain the same from the original permit as issued by your office on December 20,
2004 and by the United States Army Corps of Engineers on October 20, 2004. However, efforts
were made to minimize impacts to wetlands and streams in the project area, such as boring
beneath streams and requiring the use of sedimentation and erosion control devices.

Dear Mr. McMillan:
It is a goal of the Town of Louisburg to complete the referenced project in a reasonable time
while following the regulations that have been established by the North Carolina Department of
Environment and Natural Resources (NCDENR) -Division of Water Quality.
The Town of Louisburg commits to requiring on-site stormwater management measures and
practices for any development within a protected watershed. In addition, the Louisburg
Subdivision Ordinance addresses stormwater specifically in approval processes.
All zoning permits are issued informing the applicants that land disturbing activities greater than
one acre will require a land disturbance permit from the NCDENR -Division of Land Resources.
The Town will investigate that such a permit has been issued to any given applicant.
Furthermore, the Town refers applicants to the State of North Carolina to assure that Best
Management Practices in regards to stormwater are implemented where applicable.
Finally, wherever North Carolina Department of Transportation (NCDOT) has provided
stormwater facilities, we require commercial development to seek encroachments from the
NCDOT to connect to these stormwater facilities.
