8 PROJECT SUMMARY The applicant proposes to place fill material within USACE
jurisdictional 404 - wetlands for an access driveway and then construct a 4- bedroom
single - family dwelling with a septic system and well
Project Setting
The site of the proposed development is an undeveloped Lot platted in 1976 and addressed as
1415 Ocean Pearl Road (Ocean Beach SID Lot #12A), Corolla, within the four -wheel drive area
of the Outer Banks portion of Curntuck County, adjacent to the Atlantic Ocean The site is
accessed by taking NC -12 north through Corolla to the point where NC -12 exits onto the 4x4
beach sand roadway and driving north on the beach for ±1 65 miles
The property is located within the Ocean Erodible & High Hazard Flood Areas of Environmental
Concern (AEC's) and is platted as being ±158,893 sf ( ±3 65 acres) in, size with ±130' of
oceanfront, however, the portion of the parcel that is landward of the First Line of Natural
Vegetation (FLSNV) is ±123,760 sf (2 84 acres) in size Base Flood Elevation for this area is
12' above sea level creating a primary dune height of 18' A primary dune runs the width of this
property and, according to Curntuck County GIS LIDAR, has a crest of 18' that is located just
landward of the FLSNV Primary dune width ranges from ±115' to 150' Dune vegetation
consists of sea oats (Uniola panlculata), American beach grass (Ammophila breviligulata) and
various herbaceous plants The seaward side of the dune line is a steep escarpment from the
FLSNV that is sloughing off to the flat beach profile Elevations drop to ±5' above sea level on
the landward side of the primary dune and maintains a flat profile for ±50' A secondary dune
line is located to the west of the low area with a crest height of ±18' and a width of ±100' On
the west side of the secondary dune, elevations significantly drop and the majority of the area
has been delineated as USACE 404 - wetlands ( ±74,208 so Additional vegetation growing
densely within this area includes, but is not limited to, southern live oak (Quercus virgmiana),
red maple (Acerrubrum), catbrner (Smilax bona -nox) and marsh elder (Iva frutescens) Access
to the property will be via Ocean Pearl Road, which is an unimproved road located immediately
to the west of the property According to available information, there are no archaeological sites
on or near this site
The adjacent property to the north is undeveloped and is similar in appearance and vegetation
The adjacent property to the south is also similar in appearance and vegetation, but contains a
portion of a large man -made pond that stretches to the south
According to the 2011 long term erosion rate and setback factors, the erosion rate for this area
is 6 ft/yr The Ocean Erodible AEC extends 385' landward of the FLSNV and the High Hazard
Flood AEC extends ±438' landward of the FLSNV The waters of the Atlantic Ocean in this area
are classified as SB by the Division of Environmental Management, and are open to shellfish
taking
Development Proposal
The applicant proposes to fill USACE 404 - wetlands to create a soil driveway off of Ocean Pearl
Road to access the highground area of the secondary dune where a 4- bedroom single - family
dwelling will be constructed with a septic system and well

The proposed driveway will be ±720' in length, will have a base width of 24' and a top width of
12' The driveway surface will have an elevation of 3' above the wetland substrate
Approximately 10,181 sf of USACE 404 - wetlands will be filled to create the driveway A 12"
culvert is proposed to be placed across the driveway to allow water flow between the wetlands
to the north and to the south A silt fence will be placed along the edge of the fill area to prevent
sedimentation into the adjacent wetland areas
A two -story single family dwelling, septic and well is proposed to be constructed within the
secondary dune system The dwelling will be constructed ±230' landward of the FLSNV and
have ±4,000 sf of total floor area with a first floor elevation of 12' The ocean hazard setback on
this property for a dwelling with less than 5,000 sf of total floor area is 180' landward of the
FLSNV There is no proposed work seaward of the 180' ocean hazard setback
Anticipated Impacts ,
• The project as proposed will result in a permanent disturbance area of ±27,880 sf (0 64
acres) This area includes the driveway and house footprint
• It is anticipated that the project as proposed will result in additional temporary disturbances
of ±6,353 sf (0 15 acres) associated with the construction of the dwelling, septic and well
This area includes disturbances outside of the house footprint that will be disturbed for
construction purposes and the installation of the septic and well
• The project as proposed will result in ±21,252 sf (0 49 acres) of total disturbances within the
Ocean Erodible & High Hazard Flood AEC's
• The project as proposed will result in the filling of ±10,181 sf (0 23 acres) of USACE 404 -
wetlands

The applicant proposes to construct a 4,000 square foot 4- bedroom home on the +/- 3 65 acre tract in the 4-
wheel drive area of the Curntuck Outer Banks The proposed building will meet the construction standards
as contained in T15 NCAC 07H 0308(d)
The project will require fill in wetlands in order to provide access to the oceanfront portion of the site The
home will be nestled behind the dunes and landward of the setback required for this structure
Proposed fill in wetlands have been minimized by placing the access driveway to the south of the property
and adjacent to the upland areas on the adjoining property
Construction will require some clearing of the vegetative portion of the property on the west Impacts to
dunes will be minimal by placing the structure landward of toe of dunes
The proposed home will meet the building construction standards of T15 NCAC 07H 0308(d)

responsibility to send copies of the permits to NCEEP Once NCEEP receives a copy of the permit(s) an invoice will be issued based
on the required mitigation in that permit and payment must be made prior to conducting the authorized work The amount of the In-
Lieu Fee to be paid to NCEEP by an applicant is calculated based upon the Fee Schedule and policies listed at www nceep net
