Expansion of facility is recommended at limits of 14/2/5 (summer) and 28/4/5 (winter) for protection of instream DO standard. BOD5 limits are assigned so that winter limit (28) will not exceed 2X the summer limit (14). Actual summer/winter NH3 toxicity limits are 1.4 and 3.7 mg/1, respectively, however current Division procedure dictates that limits lower than 2 and 4 mg/1, will not be given. No toxicity limit required because municipality is <1 MGD, not considered a major. **MRO is asked to please review and return to TSB within two weeks ** Special Schedule Requirements and additional comments from Reviewers: Recommended by: Reviewed by Instream Assessment: /2.6, z QMC1.ekO Regional Supervisor;dl Permits & Engineering: oAa' RETURN TO TECHNICAL SUPPORT BY: Date:11/21/94 Date: 11 ,93J Clq Date: /7r'r Date: DEC 0 6 1994 2 Existing Limits: Wasteflow (MGD): BOD5 (mg/1): NH3N (mg/1): DO (mg/1): TSS (mg/1): Fecal Co1. Over the years have done many WLAs for various flows. Lincoln Co. is planning for growth and has often included wastewater for many service areas that may have been deleted as plans are reviewed. A review of EA was done by Michelle Wilson earlier this year. At that time, IA commented that spec limits for 0.750 MGD would have to be completed as part of the assessment process. Basinwide Management Plan has no specific strategy for this watershed. The plan for regionalization of flow is always supported 11/18/94 WLA request for expansion to 0.750 MGD. Facility will remain 100% Domestic Wastewater. Limits have already been established for speculative letter by Level B model analysis. Verified that streamflow being used is accurate, per USGS low flow report and regression equations. Forney Creek, located in HA9 DA=7.8mi2 QA=9cfs s7Q10 = 0.58 = 0.6 cfs w7Q10 = 1.37 = 1.4 cfs 30Q2 = 1.7 cfs Summer and Winter (S/W)NH3 tox limits have been calculated at 1.4 and 3.7, . New Division procedure is that minimum S/W NH3 tox limit are 2 and 4 mg/1, respectively Level B modeling analysis calculates summer BOD5 at 14 mg/l. Per SOP, winter BOD5 limit cannot be greater that 2x summer limit , therefore winter limit is 28 mg/l.
