Rex Gleason SUBJECT: Response to In -Stream Assessment Town of Stanly WWTP NPDES Permit No. NC 0020036 Gaston County, North Carolina This Office has received the subject in -stream assessment dated July 27, 1988 from Carla Sanderson. Stanly's wastewater treatment plant is considerably underloaded at present, with an average flow of 0.2493 MGD in a plant designed for 1.4 MGD. The low flow is a major cause of operational problems contributing to the non-compliance. This Office recommends that the additional flow be allowed hopefully resulting in improved operating efficiency. If you have questions, please advise. The current average flow (0.2493 MGD) and the suggested JOC limits were used in a Level-B analysis to estimate the impact of the WWTP's effluent at the recom- mended higher concentration of BOD5. The highest ammonia value for last year's summer period (14.5 mg/1) was also included in the analysis to account for the impact of ammonia on the receiving stream. This is an unnamed tributary to Mau- ney Creek and at the location of the Town of Stanly's discharge the 7Q10 is zero. The Level-B analysis predicted that an instream D.O. minimum of 1.65 mg/1 will occur at the sag point. Therefore, Technical Services believes that these interim limits are too high for the integrity of the receiving stream to be pro- tected. In addition, the impact of additional wastewater cannot be predicted for a zero flow stream since the model results are dependent on effluent concentra- tion only (i.e. identical results are produced for all wastef lows with the same wastewater characteristics). However, even though the additional flow cannot be modeled, the threshold for protection of fish survival (3 mg/1 of D.O.) is predicted to be violated with the higher concentrations of BOD5 and ammonia. Thus, it would be expected that addi- tional flow would result in increased BOD5 and ammonia toxicity and potentially cause more frequent violations of the DO standard, even under conditions greater than 7Q10. Such a determination requires demonstration that the existing limits are not necessary to protect water quality. Since the discharge is to a zero flow stream, the IWC is 100% regardless of design flow. It is therefore our recommendation that the existing limits be maintained. This interpretation is consistent with DEM's handling of existing dischargers to zero flow streams. In the event that Stanley were to pursue a relocation of their current outfall on a UT to Mauney Creek to Mauney Creek 0.3 miles downstream, it is possible that less stringent limits could apply to a flow of 0.4 mgd, since the 7Q10 at this point is 0.2 cfs.
