DESIGN NARRATIVE
GENERAL:
The subject permit modification is for the existing BFO French Creek Permit
(SW8020612) to incorporate new mechanical building at FC371/372 to be constructed as
part of the P 1445, P 1447, & P 1448 Steam Decentralization Project.
FC371/372:
FC371/372 will construct approximately 655 SF building addition and approximately 366
SF of gravel pavement which will result in net increase of approximately 1,021 SF of
impervious area.
According to our review of the existing NCDENR Permit File, FC371-372 is located in
existing permitted Pond #1 drainage area.
The existing pond has sufficient capacity to handle the added impervious including a
small amount of Future/Reserve impervious area without any modification to the
previously permitted pond geometry, elevations, or outlet configuration.

Just want to confirm if based on our conversations today about the Hadnot Point project if we now looking at a Plan
Revision vs a Modification as originally discussed. This would be a $500 Express Fee?
Also, for the French Creek BEQ project. We are adding impervious area that goes to an existing pond with excess
capacity. No modifications to pond geometry are proposed. Would this be considered a minor modification with a
$2,000 fee or a major modification with a $4,000 fee?

Based on your voicemail yesterday we have this down for 10:00 on October 5tn
We would like to also go ahead and get a submittal meeting for this project on the schedule too. We are afraid that if we
wait until after the Scoping meeting on October 51h to schedule the Express Submittal, the actual submittal meeting
won't be until the middle/end of November which doesn't work well with the contractors construction schedule. Would
it be possible to schedule the Express Submittal meeting for the week of October 191h or 26th? This would give us a
couple weeks after the scoping meeting to finalize our design and prepare permit submittal package. Let me know what
you think.

We would like to schedule an Express Stormwater Scoping Meeting for the existing Hadnot Pointe Master Permit (SW8
020319) at Camp Lejeune. Attached is a copy of the Express Stormwater Request Form, Preliminary Project Narrative,
Overall Drainage Area Exhibit, and Site Plans. Please schedule this meeting at your earliest. convenience.
As described in the narrative we are looking to add minimal impervious areas in areas of the existing permit that are
planned to go to regional bioretention BMPs that have never been designed, permitted or constructed. We are looking
to explore the potential to "trade impervious" area to avoid the need for additional structural BMPs. At first glance this
once look like it might get tricky/complex so please keep that in mind as you schedule scoping meeting.

DESIGN NARRATIVE
GENERAL:
The P1445, P1447, & P1448 Steam Decentralization project covers multiple sites located
in the Hospital Point, Hadnot Point and French Creek areas of MCB Camp Lejeune. A
large number of existing buildings will be removed from the existing central steam system
while keeping the steam system in operation to serve all buildings which are to remain on
the central system. Several new standalone mechanical buildings (at Hit, 411, 521,
FC371/372, and FC 286) will be required along with multiple additions to existing
mechanical buildings (at HP170, BP250, HP407, and HP 476).
Of the 9 new building and building addition sites, none will disturb more than 1.0 acres
and none will construct more than 10,000 sf on new impervious area; however, four sites
(HP170, HP250, FC371-372, and FC286) are located within existing stormwater permit
boundaries and will require modification.
The subject permit modification is for the existing BEQ French Creek Permit
(SW8020612) to incorporate new mechanical building at FC371/372
FC371/372:
FC371/372 will construct approximately 502 SF building addition and gravel pavement
which will result in net increase of approximately 763 SF of impervious area.
According to our review of the existing NCDENR Permit File, FC371-372 is located in
existing permitted Pond # 1 drainage area.
The existing pond has sufficient capacity to handle the added impervious areas without
