To the NPDES Industrial Program:
CDM Smith Inc., on behalf of Dare County (County), is submitting one copy of the Stormwater and
Wastewater Discharge Monitoring Report for the period of July 1— September 30, 2021. A copy of the
discharge monitoring report has been uploaded to the eDMR system. Samples were collected from
Outfall 1 which serves as the outfall for both stormwater and wastewater on September 29, 2021.
Samples were analyzed for pH, total suspended solids, settleable solids, and turbidity. pH was
detected below the standard at 5.8, but was also detected below the benchmark value upstream of
the stormwater and wastewater discharge points (Outfall 4; pH of 5.6). The pH in Outfall 1 is not
considered an exceedance due to the upstream conditions.

and a Daily Maximum Effluent Limit of 30 mg/L. Outfalls to Trout Waters (Tr) and Primary Nursery Areas (PNA) have a Monthly Average Effluent
Limit for TSS of 30 mg/L and a Daily Maximum Effluent Limit of 15 mg/L. Industrial Sand and Phosphate mines discharging to all other water
classification have a Monthly Average Effluent Limit for TSS of 25 mg/L and a Daily Maximum Effluent Limit of 45 mg/L.
