A copy of the discharge monitoring report has been uploaded to the eDMR system. Samples were collected on September 29, 2021, and analyzed for chemical oxygen demand (COD), fecal coliform, total suspended solids (TSS), and pH. During the September 2021 quarterly sampling event, samples collected from Outfall I had detections of COD, pH, and TSS below benchmark values. TSS and fecal coliform detections in Outfall 2 were also below benchmark values. Additionally, Outfall I had pH values within the limits of the permit. Samples collected from Outfall I had detections of fecal coliform (>2,420 MPN/100 ml) above the benchmark values and Outfall 2 samples exceeded benchmark values for COD (156 mg/L) and pH (5.3). This is the first monitoring period where fecal coliform in Outfall I exceeded the benchmark value therefore the County implemented a Tier I response. A stormwater management inspection determined the cause of the fecal coliform exceeclance is likely due to the presence of wildlife. Outfall 2 began monthly sampling per the Tier 2 response requirements in July 2021 due to COD and pH exceeclances. CDM Smith believes agriculture activities in the area are a contributing factor to the COD and pH detection as Outfall 2 collects stormwater from adjacent properties. Additional samples (Outfall 4) were collected upstream of Outfall 2 along US Highway 264 to demonstrate the exceeclances are not due to the landfill. COD (143 mg/L) and pH (5.6) values in the upstream sample exceeded the benchmark values and were similar to the results in Outfall 2 therefore we are requesting discontinuation of Tier 2 sampling in Outfall 2. The County will continue monthly sampling in Outfall 2 until three consecutive events show the parameters are below the benchmark values or reprieve from sampling is granted as requested above. ro WATER+ ENVIRONMENT+ TRANSPORTATION + ENERGY+ FACILITIES CDM Smith Division of Water Resources November 30, 2021 Page 2 The County will continue to maintain a record of the Tier I and 2 responses and monitoring results at the landfill.
