I Michael A. Melton certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and H plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
84.65 % and 0.3657 MGD of the Available Capacity (E) in Pump Station
Buffalo Creek _ ; and that
b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
0.200 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
One of two projects - see below _ is in design or under construction with
planned completion in 2-3 years ; and/or
d. The followintt applies:
Recently DEQ permitted an enlarged combination force main along Hwy 42. It
was designed to have the Hwy 42 pump station remove it discharge into the
Buffalo Creek Pump Station and discharge directly into this new combined force
main. This will help the Buffalo Creek Pump Station's Capacity and will remove
the 0.1065 MGD (Hwy 42 PS) capacity from Buffalo creek. (This will also help
Hwy 42 since the current TDH is approximately 170 feet and the new discharge to
the combined force main is estimated to be 95 TDH.)
he Second part of gaining capacity at Buffalo creek PS will be upgrading the
uffalo Creek Pump Station. As the daily flow increases, a permit to add an
dditional pump to the existing wet well will be prepared and submitted.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow
this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

The purpose of this cover letter is to outline the contents of this Modified Public Sewer
Permit application package as well as to provide of a summary of the project to which is
pertains. This Ardmore at Flowers Apartments development is a 396 unit multifamily complex
which will require an estimated peak flow of 68,850 GPD for utility consumption. The project will
be comprised of public gravity sewer main. In terms of public sewer, this project will be
comprised of 1175 LF of 8" PVC and 301 LF of 8" DIP. Within this submittal package you will
find the following items:

Subject: Apartment Complex Flow Reduction Approval Z
Flowers Plantation Neuse Colony WWTP (NC0064564)
Johnston County, North Carolina
Dear Mr. Melton:
On July 22, 2021, the Division of Water Resources (Division) received a request for an adjusted
daily sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary
multi -family apartment connections and future connections tributary to the system within the
Neuse Colony WWTP service area. Additional information was requested by the Division and
was received on October 12, 2021.
In accordance with 15A NCAC 02T .0114(f)(1 & 2), the Division has evaluated the request, and
based on the data submitted, the Division hereby approves for use by the Neuse Colony WWTP
an adjusted daily sewage design flow rate with the following conditions:
• The flow reduction is applicable to multi -family apartment dwellings only.
• The minimum flow for 1- and 2- bedroom dwellings shall be 150 gallons per day.
• Each additional bedroom above two bedrooms shall increase the volume by 75 gallons
per day per bedroom.
• This flow reduction shall not apply to sewer extension applications and/or permits for any
other public or private organizations whose wastewater flows are or might become
tributary to the Neuse Colony collection system (NC0064564).
Future sewer extension applications should be made using the flow reduction amount stated
above. All other aspects of the permitting process remain unchanged, and all applications must
be in compliance with the statutes, rules, regulations and minimum design criteria as certified by
the owner and engineer.
Regardless of the adjusteddesign daily wastewater flow rate, at no time shall the wastewater
flows exceed the effluent limits defined in the permit for the treatment facility or exceed the
capaci!y of the sewers downstream of any new sewer extension or service connection(s).
The granting of this flow reduction does not prohibit the Division from reopening, revoking,
reissuing and/or modifying the flow reduction as allowed by the laws, rules, and regulations
contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or
