This will help the Buffalo Creek Pump Station's Capacity and will remove the 0.1065 MGD (Hwy 42 PS) capacity from Buffalo creek. (This will also help Hwy 42 since the current TDH is approximately 170 feet and the new discharge to the combined force main is estimated to be 95 TDH.) he Second part of gaining capacity at Buffalo creek PS will be upgrading the uffalo Creek Pump Station. As the daily flow increases, a permit to add an dditional pump to the existing wet well will be prepared and submitted. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. Melton o Aqua North Carolina, Inc. 202 MacKenan Court d` Cary, North Carolina 27511 0i 0 0 Subject: Apartment Complex Flow Reduction Approval Z Flowers Plantation Neuse Colony WWTP (NC0064564) Johnston County, North Carolina Dear Mr. Melton: On July 22, 2021, the Division of Water Resources (Division) received a request for an adjusted daily sewage flow rate (flow reduction) that would apply to all permitted but not yet tributary multi -family apartment connections and future connections tributary to the system within the Neuse Colony WWTP service area. Additional information was requested by the Division and was received on October 12, 2021. In accordance with 15A NCAC 02T .0114(f)(1 & 2), the Division has evaluated the request, and based on the data submitted, the Division hereby approves for use by the Neuse Colony WWTP an adjusted daily sewage design flow rate with the following conditions: • The flow reduction is applicable to multi -family apartment dwellings only. • The minimum flow for 1- and 2- bedroom dwellings shall be 150 gallons per day. • Each additional bedroom above two bedrooms shall increase the volume by 75 gallons per day per bedroom. • This flow reduction shall not apply to sewer extension applications and/or permits for any other public or private organizations whose wastewater flows are or might become tributary to the Neuse Colony collection system (NC0064564). Future sewer extension applications should be made using the flow reduction amount stated above. All other aspects of the permitting process remain unchanged, and all applications must be in compliance with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer. Regardless of the adjusteddesign daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in the permit for the treatment facility or exceed the capaci!y of the sewers downstream of any new sewer extension or service connection(s).
