Colleen, the engineers response to you first two questions are below in red after your questions. Have a fun weekend. 1) It appears that the impacts listed for Road Crossing #2 are greater than those previously approved under DWR# 20180191 on March 22, 2018. Please provide additional details concerning avoidance and minimization for this road crossing, including additional information on why this project requires additional impacts. [15A NCAC 02H .0506(b)(1)] The 2018 design wasn't acceptable by NCDOT (Scott Wheeler), the wall material proposed by the client wasn't acceptable due to the height of the crossing. As a result of that, we had to change the design to the current version to satisfy NCDOT. In the current version, the NCDOT allowed a reduction on K-values to "Rolling" due to height of the crossing and suggested we grade the embankment and put head walls at the bottom.( The NCDOT has a has a manual of "Minimum Construction Standards for Subdivision Roads". In the Manual dictates various design elements, road radius, vertical curve design, etc. The vertical curve design in broken up into three categories....Level, Rolling & Mountainous, each one of the categories have different minimum K values for vertical curves values. The best way to explain the K-value is the tightness of driving over a hill or sag in a road. Legacy is in Level Terrain, but NCDOT allowed us to Rolling Terrain on the crossing to help reduce the impacts.) Even with the DOT allowances, the new design disturbed more buffers and stream channel. We also added 9 linear feet of temporary stream impact on the high side of the culvert between the culvert and the coffer dam to allow adequate construction access for installation of the headwalls.
