I am starting my review of this project, and in order to complete the review, some additional information is required: 1) As Lyle stated earlier, this PCN did not include a NWP number in the application. The application was entered into our system under the same NWP that was entered for the previous version, a NWP 12. Am I understanding correctly that the USACE is looking at authorizing these impacts under a NWP 29 and NWP 14? 2) I'm having a bit of a difficult time reading the impact map for Wetland Impact #1 & Stream Impact #1. From the impact tables, it looks like the new proposed permanent wetland impacts should be slightly larger than the previously permitted temporary wetland impact. Could you please show those areas more clearly, perhaps by using a colored outline of the wetland impacts (proposed permanent and previously permitted temporary)? NWP 29 Regional Condition 8.b. — Riprap shall be placed only on the stream banks, or, if it is necessary to be placed in the stream bed, the finished top elevation of the riprap should not exceed that of the original stream bed. The rip rap has been shown as being embedded in the stream bed b. Please note that rip -rap installed according to Regional Condition 8.b. are typically considered to not result in stream loss and typically do not require mitigation. Please separate out the loss and no loss impacts in a table. Stream impact with rip -rap, but not a loss due to it being embedded, is identified in tables 2- Please provide an updated table that includes loss and no loss stream impacts at Road Impact Area 1, Road Impact Area 3 and Road impact Area 4, so mitigation can be accurately assessed. This information has been provided 3- Please depict the NC Conservation Easement limits on Sheet 2 and Sheet 4 to allow the Corps to verify activities are taking place outside the NC Conservation Easement limits. The limits of the conservation easement has been made more easy to see on the plans 4- A requested NWP number was not filled out on the PCN. Based on a review of the proposed it appears as though the project could be authorized under a combination of NWP 29 and NWP 14. The issues with laserfishe effected all projects submitted within a week or two. Could you email me any attachments that were included in the submittal? Multiple emails are fine to accommodate for file size.
