Hi Sue, Please see attached our updated drawings as well as a NC Buffer Exhibit for your review. A list of your comments from December 16, 2021, and our responses, are included below. 1. Would you please provide a buffer/wetland impact plan sheet that clearly documents how you calculated the buffer impacts (and where you indicate buffer and wetland overlap). I recommend using different colors to identify different areas and/or overlapping areas. I see the wetland lines on the plan sheets but it's really hard to tell what is existing lawn, what is existing "forested" buffer, where there are wetland impacts and buffer impacts etc. A buffer impacts exhibit is included with this submission and should explain the impacts, buffers and other overlapping areas. 2. Are you proposing to dewater the entire length of stream channel and do all the instream work at once, or dewater each structure location individually? I just want to be sure we capture the temporary impacts correctly. If you are only proposing to dewater each structure location individually then the temporary check dam shown at the bottom of the project would be a concern for DWR. We don't allow temporary sediment control measures "in channel". Dewatering will be done at each structure location individually. We have removed the temporary check dam. 3. On the plans there's a line identified as "tree line to be removed" and it looks like that area is proposed to be replanted as lawn. Since this would be in the buffer area, could you explain this further for me please. 4. On the plans there's a statement to only clear necessary trees within LOD. Can you please provide a definition of "necessary", or better yet, update the plans to include that explanation? The construction crew may have a very different definition of "necessary" than you or I, and since it's in the buffer area I want to be sure we are all on the same page. 5. Can you provide some assurance that the landowners understand that the impacts to the buffer are temporary and they must allow natural regeneration in all locations were trees were present (with the exception of the maintained sewer corridor). We've seen many projects like this where landowners are happy to have new lawn and permanently maintain it like that when the permittee stated the impacts would be temporary. I recommend that the City propose temporary "no mow/maintenance" signs in all areas they are proposing as temporary buffer impacts at least for the first few years while natural regeneration and/or live stakes are small. In response to comments 3 to 5: We have adjusted the notes and the drawing to show the existing riparian buffer area to be reestablished as a buffer and replanted with trees. Existing lawn areas (at 12 Devonshire Drive within the LOD up to the tree line and within the fence relocations at 10 Devonshire Drive, 2006 and 2008 Downing Street). No mowing will be allowed within the riparian buffer. The City monitors stream buffer impacts across the 1 City for non -City constructed projects and will ensure these impacts will return back to existing conditions. See updated planting plan sheet (C-3) or buffer exhibit for different planting areas. Let us know if you have any additional questions. DISCHARGE (CLEAN WATER) ONTO A STABLE VELOCITY DISSIPATER MADE OF RIPRAP OR SANDBAGS. 3. PUMP WATER FROM THE WORK AREA TO A SEDIMENT FILTERING MEASURE SUCH AS A DEWATERING BASIN, SEDIMENT BAG, OR OTHER APPROVED SOURCE. LOCATE THE MEASURE SUCH THAT THE WATER DRAINS BACK INTO THE CHANNEL BELOW THE SEDIMENT SANDBAG DIKE. 4. AVOID TRAVERSING A CHANNEL REACH WITH EQUIPMENT WHERE NO WORK IS PROPOSED. IF EQUIPMENT HAS TO TRAVERSE SUCH A REACH FOR ACCESS TO ANOTHER AREA. USE TIMBER MATS OR SIMILAR MEASURES TO MINIMIZE DISTURBANCE TO THE CHANNEL. USE TEMPORARY STREAM CROSSINGS ONLY WHEN NECESSARY ONLY WHERE NOTED ON THE PLANS OR SPECIFIED. 5. INSTALL ALL STREAM RESTORATION MEASURES AS INDICATED BY THE PLANS. GRADE ALL BANKS IN ACCORDANCE WITH THE GRADING PLANS AND TYPICAL CROSS -SECTIONS. STABILIZE ALL DISTURBED STREAM BANKS AT THE END OF EACH WORK DAY WITH SEED AND MULCH OR SEED AND MATTING AS SHOWN ON THE PLANS. 6. REMOVE CLEAN WATER DIKE AFTER ALL INSTREAM WORK IS COMPLETED AND STABILIZED. ESTABLISH A NEW CLEAN WATER DIKE UPSTREAM FROM THE OLD SEDIMENT DIKE AFTER THE FIRST SEDIMENT FLUSH. REMOVE THE OLD SEDIMENT DIKE UPON ESTABLISHMENT OF A NEW SEDIMENT DIKE BELOW THE OLD ONE TO LAYDOWN OR OTHER UPLAND AREA. 7. INSTALL A BYPASS ON ANY TRIBUTARY OR STORM DRAIN OUTFALL WHICH CONTRIBUTES BASEFLOW TO THE WORK AREA. INSTALL A SANDBAG DIKE AT THE DOWNSTREAM END OF THE TRIBUTARY OR STORM DRAIN OUTFALL AND PUMP THE STREAM FLOW AROUND THE WORK AREA. 8. IF A TRIBUTARY IS TO BE RESTORED, CONSTRUCTION SHALL TAKE PLACE ON THE TRIBUTARY BEFORE WORK ON THE MAIN STEM DOWNSTREAM. CONSTRUCTION IN THE TRIBUTARY SHALL FOLLOW THE SAME SEQUENCE AS FOR THE MAIN STEM. WHEN CONSTRUCTION ON THE TRIBUTARY IS COMPLETED, WORK ON THE MAIN STEM SHALL RESUME. CONTINUE BYPASSING THE TRIBUTARY AROUND THE WORK AREA IN THE MAIN STEM UNTIL ALL RESTORATION IN STREAM IS COMPLETE. 9. PROVIDE ACCESS TO AND MAINTAIN ALL EROSION AND SEDIMENT CONTROL DEVICES UNTIL THE COUNTY INSPECTOR APPROVES THEIR REMOVAL. 10. REGRADE AND REVEGETATE ALL DISTURBED AREAS AFTER CONSTRUCTION. 11.
