TATA SacaeTnxv SUBJECT: Pipe Replacement, SR 1460 (Berea Chwch Quincy Road), Ale�nder CounTy Dear Mr. Kichefski: The North Carolina Department of Transportation requests authorization to replace a failing pipe on SR 1460 (Berea Quincy Road) in Alexander County. NCDOT proposes to replace the existing 60—foot, 72" CMP with a 70-foot, 84" CMP. The existing pipe is on �5% slope and a shallow scourhole has formed at the pipe ouUet. The new pipe will ba buried per regulation aY the pipe inlet; however, due to the slope of the pipe and the scour, the new pipe outlet invert will be placed at slreambed elevarion and the existing scourhole (� 7 ft long) armored with Class II riprap in an effort to prevent fiirther stream destabilization. Five feet of riprap will be used uound the pipe inlet and outlet for sYructure sYabilization. (At the outlet, the riprap stabilizarion impacts will be within the armored scourhole impacts). Due to the site conditions, NCDOT request a waiver from the Regional Conditions 2(b)(e) permit depth specificarion for the construction of this project. Temporary cofferdam/bypass pumping system will be used to divert the stream azound the conshuction site, as needed. Any areas affected by the temporary cofferdam will be restored to pre-project conditions. The scope of the work will result in 22 feet of permanent impacts to an unnamed tributary to the 5outh Yadkin River, which is classiiied as a WS-II Watershed, HQW by the N.C. Water QualiTy Section. The project is not located within %z mile of any critical watershed area nor is SR 1460 a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill basin checklist. This office has conducted a GIS and field survey for the project for historical sites and threatened/endangered species sites. No sites listed on the National Register of Historic Places are located in the vicinity of the project nor did there appear to be any eligible structures. This office has conducted a GIS and field survey for the project threatened/endangered species. The federally listed species for Alexander County (USFWS listed date September 22, 2010) include dwarf-flowered heartleaf (Hexastylis nan�ora) and the bog turtle (Glyptemys muhdenbergie)-(T/SA- Threatened due to similarity of appearance). National Heritage Prograxn records document the neazest heartleaf location 72 miles south of the proposed project azea. The SR 1460, Berea Church Quincy Road Page 2 February 20,2014 heartleaf is usually found on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine forest type) and in boggy areas near springheads. There is no suitable habitat in the proposed project azea and no heartleaf species were observed within the project footprint. No impaci on tlus species is anticipated. Nataral Heritage Program records document the nearest bog turtle location 2.0 miles northwest of the proposed project area. Bog turtles are typically found in bogs, marshes, and wet pastures. T/SA species aze not subject to Section 7 consultation; however, there is no suitable habitat located within the project azea and no impact on this species is anticipated.
