Catherine and Adam, Please find attached the Initial Credit Release letter for the WLS Catawba 01 Umbrella Mitigation Bank: Starker Mitigation Site (SAW-2020-01540). As requested, 15% credit is being released for approved restoration activities that satisfy the initial release requirements pursuant to the Mitigation Banking Instrument. In accordance with the plan, 1,448.51 stream mitigation units are now available for the Starker Mitigation Site. Feel free to contact me with any questions. The site is situated between Conover and Claremont in Catawba County, North Carolina, and is bisected by Interstate 40 between mile markers 133 and 135 (35.727984°N,-81.176076°W), within the Catawba watershed (HUC 03050101). The purpose of this letter is to confirm the initial release of credits for this mitigation site. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, WLS Catawba 01 Umbrella Mitigation Banking Instrument approved September 28, 2021, 15 percent of the mitigation site's total restoration stream credits shall be available for sale immediately upon completion of all the following: a. Delivery of the executed financial assurance documents as described in Section IX of the WLS Catawba 01 UMBI and Section 12, page 49 of the Starker Final Mitigation Plan, dated August 2021 and approved September 2021. b. Recordation of the Corps -approved site protection mechanism described in Section X of the WLS Catawba OIUMBI and Appendix D of the Starker Final Mitigation Plan, dated August 2021 and approved September 2021. By copy of this correspondence, we confirm that you have satisfied the above requirements for the initial credit release, and 1448.51 stream mitigation units (SMUs), constituting 15 percent of the mitigation site's total restoration credits, are now available for sale. See the table below for a credit release breakdown.
