The purpose of the inspection was to evaluate compliance with: the requirements of the Wastewater General Permit NCG500000 series. As part of the inspection, a tour of the plant was conducted. All observations are in Section D. Summary of Findings/Comments of this inspection report. On the day of the inspection, this facility appeared to be in compliance with the requirements of the permit. You are commended for your initiative and proactive approach for documentation, monitoring, and on -site SOP. Please keep up the good work. Page # 2 Permit: NCG500594 Owner - Facility: Richmond County Combustion Turbine Plant_ Inspection Date: 09/09/2009 Inspection Type: Compliance Evaluation Other Comment: CTW used bleach (Na hypochlorite) and the dechlor was Na bisulfite. The CTW blowdown flowed to Plant Outfall 002. The plant did not have air compressor condensate. ' Infrequent discharge occurred at 001 (the evaporative coolers); this discharge usually infiltrated into the soil of the ditch. Outfall 003 discharged when the large cooling tower was drained and may also contain maintenance activities (such as drainage from the condenser, which was part of the steam turbine, and would either flow to Outfall 002 or to Outfall 003). The total cooling tower water basin contained approximately 850,000 gallons. Temperature, pH, Oil & Grease, and chlorine were collected on this sample on Outfall 003, and the flow was estimated. The cooling tower water blowdown volume was approximately 224,000 and flowed to Outfall 002, then to Marks Creek. Yes No NA NE Page # 3
