You will need to respond to both Kristin (Division of Waste Management) and I (Division of Water Resources) until this
issue is resolved. The Notice of Violation from the Division of Water Resources requires you to provide weekly status
updates until the release has been abated. Furthermore, your stormwater permit requires a 24-hour notification (Part H)
to the Division of Energy, Mineral, and Land Resources for releases that cause sheen on surface waters (regardless of
volume). I would advise you to reach out to Regional Supervisor Stan Aiken.
Just to ensure we're on the same page I've attached a site diagram showing the stormwater drain and the location of
the pipe that was discharging free product on December 29t". In talking with Scott Cook this morning, the consultants
did camera the warehouse pipe last Friday. If I understood correctly the warehouse pipe splits into two pipes that
extend underneath the warehouse. One of the pipes may be plugged with concrete but the status of other is uncertain. I
want to point out that a 2007 site inspection indicated a second floor drain somewhere on the east -side of the

had a chance to review?
Also attached is a photo from yesterday showing the sheen in the stormwater drain. It appears the expandable plug is
still in place but may not be seated properly. You may want to have Mountain Environmental check the seal on the
expandable plug. Can you update me on whether the absorbent booms have been changed out recently?

Hi Kristin,
There did not appear to be any evidence that what was spilled inside the warehouse, led to a release to the storm drain.
However, we put a camera down the drains and did find that there was some oil that was sitting in the storm drain
piping outside of the warehouse. The drums inside the warehouse were removed and disposed of, and the spills were
cleaned up. Additionally, the storm drain was flushed out to capture the remaining oil in the line and the line was then
re -capped. The booms at the river discharge point were also replaced. We will re -check the status at the end of the
week or early next week.

I have been onsite this week to check the booms and outfall and have not witnessed any sheen. We have Mountain
Environmental scheduled for tomorrow to camera the pipe and work at our warehouse, I will be there .

I'm checking in after the issuance of the Notice of Violation (NOV). As you are aware, the NOV contains some action
items that will not wait for the 30-day response.
More specifically, I need to know if someone is maintaining the booms and checking the river and the stormwater outfall
for petroleum sheen on a frequent basis. I would also appreciate any updates on your plans to investigate and abate the
source. Please provide an email for your environmental compliance manager in Florida (Kevin).
