Andrea J Subject: DWR 20070741Wade Hampton Golf Club - Request for Additional Information Date: Wednesday, November 17, 2021 5:05:00 PM Attachments: imaae002.ona On September 10, 2021, the Division of Water Resources (Division) received your application requesting a 401 Water Quality Certification from the Division for the subject project, with the appropriate fee received on September 13, 2021. The Division published the Public Notice on September 15, 2021, with the Public Notice Comment Period ending on October 16, 2021. The Division has determined that your application is incomplete and cannot be processed. The application is on -hold until all of the following information is received: • The project proposes to replace existing water and sewer utility lines below the Whitewater River (C; Tr) streambed via an open trench cut, with work performed in the dry. The submitted plans also propose to impact the Whitewater River streambanks with approximately 40 LF of rip -rap bank stabilization at the utility line crossing location. The Division considers the application of rip rap rock to streambanks to be a permanent impact. Please revise the submitted PCN and submitted impact plan sheet to account for the above mentioned additional permanent impacts to streambanks at the site. The Division would consider the current proposed plan to have a permanent impact of 40 linear feet. • Please provide more details regarding avoidance and minimization of proposed rip rap impacts on the left bank of the Whitewater River for this project. [15A NCAC 02H .0506(b) (1)] The submitted plans appear to show existing erosion on the NC 107 side (right bank) of the stream and shows existing native vegetation on the left bank, which doesn't appear to be eroding. This office believes that the rip rap proposed for the left bank of the Whitewater River does not appear to be necessary, as the streambanks are currently vegetated and stable. There also appears to be adequate space available to stabilize the left bank of the Whitewater River after construction using native woody vegetation. Please eliminate the rip rap on the left bank or provide additional information as to why it is necessary for this project. Pursuant to Title 15A NCAC 02H .0502(e), the applicant shall furnish all of the above requested information for the proper consideration of the application. Please respond in writing within 30 calendar days. If all of the requested information is not received within 30 calendar days of receipt of this letter, the Division will be unable to approve the application and it will be denied as incomplete. The denial of this project will necessitate reapplication to the Division for approval, including a complete application package and the appropriate fee.
