WRC has prepared the design with in-house engineering staff and the renovation work will be performed by WRC construction crews. The project will include removal and replacement of the existing concrete launch ramp with a new reinforced concrete ramp under NWP-36 & GC-4132. The replacement ramp will be straightened and will run at a constant grade to the riverbed. The angle of the new ramp will be adjusted downstream to keep it out of the NCDOT right of way along NC-1142. The new ramp has been designed to meet the conditions in the Table of Uses within the Catawba River Buffer (15A NCAC 02B .0614(10)(rr)(1). The new ramp construction will be less than 15 feet in width and should be allowable with authorization. The surface water impacts below OHWM will be limited to placement of washed stone fill and pushing a precast concrete ramp slab into position at the bottom end. A small amount of bank stabilization (riprap below OHWM and seeding & matting above) will also be needed adjacent to the ramp within the impact area. The remaining work at this access will involve improvements to the entrance road, parking area and stormwater conveyances. Except for the armored ditches along both sides of the ramp, all other conveyances carry runoff away from the riparian buffer. Stormwater calculations have been included in the attachments to the PCN. These calculations show that the flow rates in new conveyances are less than that required to trigger the dispersed flow requirements (per 15A NCAC 02B .0614(8)(b)(11). Mailing Address: N.C. Stormwater & Drainage Calculations Appendix — B: Site Photographs Appendix — C: Permit Plan Set Project Overview: The North Carolina Wildlife Resources Commission (WRC) and Burke County have agreed to work in cooperation to renovate and improve the existing Watermill boating access to the Catawba River. The WRC engineering section will provide engineering and construction services to the county on this project. The existing Watermill access area is located on the river right bank of the Catawba River immediately downstream of the Watermill-Glen Alpine Road (SR-1147) bridge crossing. The access is situated on a 1- acre parcel (owned and maintained by Burke County) that consists of a gravel driveway, gravel parking & maneuver area, an existing concrete launch ramp and a small picnic shelter. The existing ramp is narrow with curved alignment and uneven vertical slope along its length. The slope of the ramp exceeds 28% along the lower section. This far exceeds the maximum design slope of 15% listed in the design guidelines for public boat ramps published by the States Organizations for Boating Access (SOBA). The angle of the existing ramp is in line with a concrete bridge pier, and the ramp ends with a 2' to 3' drop-off near the normal river. The configuration of the existing launch ramp limits the ability of anglers to launch or land trailered drift boats at this site. Parking at the site is undefined. The access driveway and parking area require grading and improved ditches to correct drainage problems and minimize routine maintenance. The entire parking area and driveway all drain away from the Catawba River and trout buffer. The only runoff from the site draining to the Catawba River buffer is from the ramp surface and adjacent cut slopes and from the undisturbed, wooded bank that slopes toward the Catawba River. The renovation project will include the following components as shown on the proposed site plan (permit drawing set sheet SD-2.0): 1. Remove the existing concrete launch ramp and replace with a new ramp meeting SOBA standards for width and slope. The new ramp will be angled slightly downstream relative to the existing ramp so that it is not in line with the nearest bridge pier and does not encroach on the NCDOT right of way. 2. Grade and stabilize cut slopes on both sides of new ramp. Install riprap armored ditch lines along both sides of new ramp. 3. Re -grade existing driveway to reduce slope and improve ditches. Remove and replace existing 15"0 CPP culvert with 18"0 RCP culvert to include flared end section and outlet protection. (Outside of buffer) 4. Re -grade parking and maneuver area. Install improved, vegetated ditch lines around perimeter. (Outside of buffer) 5. Pave driveway and parking area and delineate parking spaces including ADA access to ramp. (Outside of buffer) Pre -construction Notification Supporting Documents NCWRC/Burke County — Watermill Boating Access Area Renovation Catawba River — Burke County Page 1 Construction Schedule: Construction of this plan is scheduled for spring of 2022. In the attached September 29, 2021 letter form NCWRC Mountain Region Habitat Coordinator Andrea Leslie stated, "Wild trout reproduction should not be impacted by this project, and a trout moratorium is not needed for this project.". Site work will begin by removing any trees and clearing vegetation where necessary within the limits of disturbance defined on sheet SD-1.0 Two River Birch >6"DBH are within the footprint of the proposed ramp within the Catawba River buffer zone 1. Removal of these trees will be mitigated with new plantings elsewhere in zone 1. Sediment fence will then be installed along the toe of fill slopes and elsewhere as shown on the erosion & sediment control plan view on SD-8.0. The WRC construction crew will coordinate with Duke Energy operations to perform removal of the existing ramp below OHWM while the river level is at its lowest. After the existing ramp has been removed, temporary sediment fence will be installed above the OHWM. This section of sediment fence may need to be removed while the base for the new ramp and adjacent cut slopes are graded. This sediment fence will be replaced at the end of each workday until the side slopes have been seeded and matted and the ramp side ditches and base are armored with riprap or washed stone. The bottom 30' to 40' long section of the new reinforced concrete ramp will be cast on grade above the OHWM. After sufficient curing time, this section will be pushed into place with a dozer. The upper end of the push slab will remain above the OHWM, and the remainder of the concrete launch ramp will be cast in place in the dry. The remaining work lies outside the buffer limits identified on sheet SD-2.2, and runoff from these areas drain away from the buffer. This work includes grading and paving the existing grave driveway and parking/maneuver area. The base of the driveway will be raised to reduce the grade to a maximum of 10%. Drainage ditches will be improved and either armored with filter fabric and riprap (along the entrance driveway) or vegetated and matted with temporary, wildlife friendly rolled matting. An existing low area has become muddy and rutted at the location where the existing driveway meets the parking area. This drainage problem will be corrected, and a timber rail fence will prevent future traffic from impacting this area. The sloped shoulder along the lower edge of the parking area will be seeded and matted to function as a vegetated filter strip above the property boundary. All permanent seed will be a native riparian mix as specified in the schedule on SD-8.2. An existing 15"0 CPP culvert across the bottom of the driveway will be replaced with an 18"0 RCP culvert with a flared end section and riprap outlet protection. Good morning Byron. NC Wildlife has been working with Burke County to develop a plan to renovate the existing Watermill access on the Catawba River. This is a very small boating access area located just downstream of the Watermill/Glen Alpine Road bridge. The existing launch ramp at this site is quite steep and drops off at the end near the normal river level. The renovation plan involves removing and replacing the existing boat ramp with one that is straight with a uniform slope and extends to the riverbed at its end. This will allow anglers to launch and retrieve trailered drift boats here at a range of river levels. The plan also includes improvements to the grade and drainage for the access road to the site and to the parking area. Last month, I met at the site with representatives from the County, NCDOT, DWR and DEMLR to review preliminary permit drawings. NCDOT indicated that they wanted the angle of the new ramp shifted slightly downstream so that will not be in line with the nearest concrete bridge pier. The attached permit drawing set is the result of revisions based on comments during that meeting. I wanted to take this opportunity to request your comments regarding any potential impacts to listed species at this site before I prepare the PCN for any required 401/404 authorization.
