4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: *
Existing site is a small public boat launch to the Catawba River with a concrete launch ramp, gravel driveway and gravel parking area (capacity for approximately 6 vehicles). The access
area and ramp are 2 miles north of the Town of Glen Alpine and immediately downstream of the Watermill-Glen Alpine Road (SR-1147) bridge crossing the Catawba River. The
surrounding area is a mix of forest, agricultural with some residential development.

4h. Explain the purpose of the proposed project: *
The purpose of this project is to improve an existing access to the Catawba River for drift boat anglers and paddlers. The existing concrete launch ramp is not straight, and its grade
becomes excessively steep toward the lower half. The ramp ends abruptly near the normal water level with a vertical drop of 2' to 3' from the surface to the river bed. These conditions
make it difficult for users to launch or retrieve trailered vessels. This ramp will be replaced with a new, 14-feet wide by 140-feet long reinforced concrete ramp with a vertical curve at the
head and a consistent 15 % slope down to the river bed. The existing driveway into the access is a steep gravel road with inadequate ditches along the uphill site. The driveway will be
graded to reduce its steepness, and an improve its drainage. The existing, gravel parking/maneuver area will also be graded to improve drainage away from the river frontage. The
driveway and parking area will then be surfaced with asphalt pavement. Parking spaces (including ADA van accessible and designated vehicle + trailer) will be marked.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: *
The existing concrete ramp will be removed using an excavator w/ hydraulic thumb. The end section will be removed when river levels are low by coordination with Duke Energy Catawba
Dam operations. The alignment of the proposed ramp will be about 7° downstream of that of the existing ramp to increase distance between the direction of the launch ramp and the
nearest bridge pier. A section of the river bank will be graded and sloped away from the proposed ramp at 2H:1 V Max. These cut slopes will be seeded and stabilized with wildlife -safe
erosion control matting. Two river birch trees (>6" DBH) within the footprint of the proposed ramp will need to be removed from Catawba River buffer zone 1. The take of these trees will be
mitigated by planting new trees of the same species within this zone. Soil excavated from the bank will be used with the grading of the driveway if suitable or will be hauled off -site to an
approved disposal area.
Washed stone (riprap, 3-inch & 3/4" on top to help mobilize push slab) will be placed below the OHWM of Catawba River to build the base for the end section of the concrete ramp. Once
the base is built to the correct slope, a 40-foot long end section of the new ramp will be formed and cast on grade above the OHWM. Once this slab has cured for a minimum of 7-days, it
will be pushed into position using a dozer. The top of the push slab will then be situated above OHWM, and the remainder of the concrete ramp above the end section will then be formed
an cast in the dry. Ditches on both sides of the ramp will be lined with Class-B riprap.

Extending the end of the replacement ramp will provide stable access for boaters even at low river levels. This will reduce erosion that has been
occurring around the end of the existing ramp resulting from use when the water level is below the end of ramp. Improvements to drainage and
stormwater conveyances will also minimize erosion impacts.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
The existing launch ramp will be removed when river is at low level. Fill for the ramp base below OHWM will consist of washed stone (no soil) and the
cured concrete ramp slab that will be poured and cured above OHWM and then pushed into position. No wet concrete will come into contact with surface
water. Silt fence will be maintained at OHWM during ramp removal, excavation and grading of ramp base until ramp slab is pushed and side slopes have
been seeded & matted. Work in buffer areas should be limited to that which can be stabilized during the same work day.

According to table in 15A NCAC 02B .0624, the low density threshold for non-residential projects bordering WS-IV waters is 24 % BUA or 36 % BUA for development w/w curb & gutter
street drainage systems. The latter is the case for this site.
The existing BUA is 13,252SF, and the total project area is 43,575sf giving a BUA of 30.4 % . The proposed renovation will reduce the BUA to 12,531SF (28.8 % ). Following the formula in
15A NCAC 02H .1003 (1)(b) for projects on sites with existing development, the result is a negative figure due to the reduction of BUA. The absolute value of this is 2.4%.
Design requirements for low density projects as described in Rules .1017, .1019 & .1021 apply to projects with disturbed areas greater than 1 acre. The LOD area of this project (including
disturbances inside and outside of the buffer zones) is 0.60 acre.
Stormwater calculations have been attached for runoff from the access road, parking area and ramp area. Conveyances and outlets have been sized and lined to prevent scour at the
10year peak flow. The calculations also show that dispersed flow SCMs will not be required since drainage conveyances will carry less than 0.5cfs from the peak
runoff of the 0.75 inch per hour storm as stated in 15A NCAC 02B .0614(8)(b)(ii).
