This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG500130. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. Page#1 DocuSign Envelope ID: 0FB13FBA-1A6C-4ED9-B501-3C2F2D39A418 9/29/2021 NPDES yr/mo/day 21/09/27 Inspection Type C3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On 9/27/2021, I (Daniel Boss) met with Gerald Rice (Facilities Manager) and Kim Melvin (Environmental Compliance Contractor) for a Compliance Evaluation Inspection of the noncontact cooling water discharges at the Selee Corporation facility covered by General Permit NCG50000. This facility has two outfalls, and I was shown the source of both effluents. One is noncontact cooling water for a furnace and the other is noncontact cooling water for a hydro saw. Both outfalls have structural conditions that are not ideal for collecting effluent, upstream, and/or downstream samples. However, the permittee must collect representative samples as required by the permit, to the best of their ability. Historically, samples have not been taken for Total Chlorine Residual. Total Chlorine Residual testing of the effluent is required under the General Permit NCG50000 for any discharge where chlorine is present. Because city water is used for the noncontact cooling processes, there is very likely chlorine present in the discharge water. The permittee may wish to explore the possibility of eliminating these discharges to the stream and instead connect them to the Hendersonville Sewer Collection System. The permittee should seek permission from the City of Hendersonville before discharging this wastewater to their collection system. NCG500130 17 (Cont.)
