Also —just to clarify, outfalls that are subject to the permit because they have industrial activity are not the same as representative outfalls. If these outfalls have representative outfall status because the other outfalls drain industrial activity as well, but only these are sampled, then we need to list all of the outfalls and place ROS designation on these two. But if only two outfalls are subject to the permit at all, then we only list those. Looking on the DEQ website it says to reach out to you for any updates to the stormwater outfalls. Therefore I would like to inquire about updating the outfalls for permit NCG080644 TRANSFLO Charlotte East terminal. Only two of the point discharges at terminal (Outfalls 002 and 004) collect stormwater from areas of industrial activity. What do we need to reduce the number of outfalls? For future COC and NOI forms should we list only two outfalls, or state the full number of outfalls (7) and that only two are considered to be outfalls subject to the permit conditions? On an unrelated note, we also need to update the legally responsible person information for the terminal. I wanted to follow up with a few questions: 1. 1 didn't clarify earlier, but I'm wondering about quarterly visual monitoring, not analytical sampling. a. The facility is not required to conduct analytical sampling as it uses less than 55 gallons of new motor oil and/or hydraulic oil per month, per NCG08000 Part E b. The ROS forms have a clause stating that visual monitoring is required for ALL outfalls, regardless of ROS status, which is also stated in the previous 2018 permit. However, the 2021 NCG08000 does not explicitly have this clause in NCG08000 Part D. i. Just to confirm, do we need to perform visual monitoring at all outfalls? Answer: yes, you need to perform visual monitoring at all outfalls (subject to the permit, which in the NCG08 case, is typically only where vehicle maintenance activities take place). Answer: No. An outfall with ROS designation is always sampled to be representative of the one or more outfalls it represents. Three is not rotating sampling unless this is an arrangement that has been agreed upon with DEQ and documented because of special site circumstances. The ROS documentation should be clear on which outfall needs to be sampled and which additional outfall(s) it is allowed to represent. Good morning Suzanne, I work with a couple sites that have coverage under industrial general permit NCG080000 for transportation facilities. We would like to submit for representative outfall status (ROS) as only a portion of their outfalls collect stormwater runoff from areas of industrial activity. Per the updated Permit, it states that if the NC DEQ approves ROS then "sampling requirements may be performed at a reduced number of outfalls". Could you elaborate on what this means? E.g., if 4 of the 6 outfalls are deemed ROS, would we only need to sample at one ROS outfall and then the 2 'industrial outfalls' (3 samples total)? Also, is the attached ROS request form the most updated version? I ask because I found multiple versions on different NC DEQwebpages. Feel free to call to chat. Thanks! Owen Owen M.
