OFFICE CP&L-Tillery Plant has submitted CRP Blaze Off cleaning agent for approval. A Material Safety Data Sheet (MSDS) and letter describing its use have been reviewed and evaluated. The proposed compound does not contain ingredients that are normally considered biocidal and would thus not require individual review and approval using the standard biocide review process. As with the use of many additives, effluent pH may be affected, and should be monitored. Following current permitting practices, the use of this compound should be allowable. EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS - FINAL FOR HYDROELECTRIC FACILITIES Du ring the period beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to discharge waters from sumps & drains (including powerhouse sumps & drains, wheel pit drains, head cover drains and gallery sumps & drains) and other miscellaneous wastewaters (from sumps & drains associated with hydroelectric facilities)- from outfalls numbered serially beginning with 001 (specific outfall numbers shall be assigned by the permittee). Effluent Oil and Grease` 15 mg/L 1 20 mglL I Quarterly Grab Effluent 1: The tailrace shall be visually inspected for ail sheens when discharge occurs immediately after the lubrication of wicket gates (or other lubrication operations which might result in the discharge of oil and grease) at the hydroelectric facility. The p1-1 shall not be less than 6.0 standard units nor greater than 9.0 standard units. y� Chemical wheel pit cleaning is permitted on a monthly basis. When cleaning of the wheel pits occurs, the tailrace shall be'inspected visually fax foam and �11 oil. Cleaning shall be conducted only with pre -approved solvents. Should the Permittee wish to change cleaning solvents, a written request should be made to the Division including the MSDS for the proposed solvent. Mechanical cleaning operations which do not contribute any wastewater to the discharge are not limited by this permit. Non -discharging cleaning operations may be conducted as often as necessary to ensure safety and proper facility operation. The perrnittee shall obtain authorization from the Division prior to the use of any chemical additive in the discharge. The pernuttee shall notify the Director in writing at least ninety (90) days prior to instituting use of any additonal additive in the discharge which may be toxic to aquatic life (other than additives previously approved by ,the Division). Such notification shall include completion of Biocide Worksheet Form 101 (if applicable), a copy of the MSDS for the additive and a map indicating the discharge point and receiving stream. There shall be no chromium, zinc or copper added to the discharge except as pre -approved additives to biocidal compounds. This renewal is valid until July 31, 2002. This. permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to request an individual permit by submitting an individual permit application. Unless such demand is made, this certificate of coverage shall be final and binding: The Certificate of Coverage for your facility is not transferable except after notice to the Division. Use the enclosed Permit Name/Ownership Change form to notify the Division if you sell or otherwise transfer ownership of the subject facility. The Division may'require modification or revocation and: reissuance of the Certificate of Coverage. If your facility ceases discharge of wastewater before the expiration date of this permit, contact the Regional Office listed below at (910) 486-1541. Once discharge from your facility has ceased, this permit may be rescinded. This permit does not affect the legal requirements to obtain other permits which may be required by the Division of Water Quality, the Division of Land Resources, Coastal Area Management Act or any other Federal or Local governmental permit that may be required. The Division has determined that the subject discharge qualifies for such coverage. Therefore, the Division is hereby issuing the subject Certificate of Coverage under the state-NPDES general permit no. NCG500000 which shall void NPDES Permit NC0027529. This Certificate of Coverage is issued pursuant to the requirements of North Carolina and the US Environmental Protection Agency Memorandum of Agreement dated December 6,1983 and as subsequently amended. ATTACHMENT TO NPDES APPLICATION TILLERY HYDROELECTRIC PLANT ITEM 10 • Cooling Water consists of three sources: No. 4 generator air coolers, air compressor cooling, and bearing cooling. The No. 4 generator air coolers discharge directly to the Pee Dee River at a flow of .05-.06 MGD. Water from air compressor cooling and bearing cooling is routed to the sump, which also discharges at .05-.06 MGD. Although the cooling water discharged is warmer than ambient water temperature, the impact on the Pee Dee River is negligible due to low discharge flow and temperature differential. The combined cooling water flows, which are less than one cubic foot per second (cfs), are insignificant compared to the flow of the Pee Dee River, which averages 5400 cfs at the plant. Previous NPDES monitoring for temperature has demonstrated that the heat input to the River does not result in violation of water quality thermal standards. • In addition to cooling water, water from dam leakage and floor drains is also discharged to the Pee Dee River via the sump. ITEM 12 • There are two discharge points to surface 1. No. 4 Generator Air Coolers 2. Sump (air compressor cooling, plant floor drains) ITEM 14 water: bearing cooling, • The Tillery plant does not use any biocides or chemical additives in the cooling water flows. The only substances that the Tillery Plant could potentially add are 1) trace amounts of metals from normal corrosion/erosion of piping/equipment that comes into contact with water and 2) oil and grease. Previous NPDES monitoring indicated that the oil and grease concentration is normally very low. In the unlikely event of an oil spill, oil and grease would be collected in the sump. Should this occur, oil detectors in the sump would activate alarms and disable the pump, preventing discharge to the river. Any oil collected in the sump would be removed with an oil skimmer and disposed of properly. Additionally, the Tillery Plant has a Spill Prevention Control and Countermeasure Plan which addresses procedures for minimizing the risk of spillage. Carolina Powor & Light Company P. O. ATTACHMENT TO NPDES APPLICATION TILLERY HYDROELECTRIC PLANT ITEM 10 • Cooling Water consists of three sources: No. 4 generator air coolers, air compressor cooling, and bearing cooling. The No. 4 generator air coolers discharge directly to the Pee Dee River at a flow of .05-.06 MGD. Water from air compressor cooling and bearing cooling is routed to the sump, which also discharges at .05-.06 MGD. Although the cooling water discharged is warmer than ambient water temperature, the impact on the Pee Dee River is negligible due to low discharge flow and temperature differential. The combined cooling water flows, which are less than one cubic foot per second (cfs), are insignificant compared to the flow of the Pee Dee River, which averages 5400 cfs at the plant. Previous NPDES monitoring for temperature has demonstrated that the heat input to the River does not result in violation of water quality thermal standards. • In addition to cooling water, water from dam leakage and floor drains is also discharged to the Pee Dee River via the sump. ITEM 12 • There ITEM 14 are two discharge points to surface 1. No. 4 Generator Air Coolers 2. Sump (air compressor cooling, plant floor drains) water: bearing cooling, • The Tillery plant does not use any biocides or chemical additives in the cooling water flows. The only substances that the Tillery Plant could potentially add are 1) trace amounts of metals from normal corrosion/erosion of piping/equipment that comes into contact with water and 2) oil and grease. Previous NPDES monitoring indicated that the oil and grease concentration is normally very low. In the unlikely event of an oil spill, oil and grease would be collected in the sump. Should this occur, oil detectors in the sump would activate alarms and disable the pump, preventing discharge to the river. Any oil collected in the sump would be removed with an oil skimmer and disposed of properly. North Carolina General Statute (NCGS) 143-215.1(c) requires that an application for permit renewal be filed at least 180 days prior to the expiration date. As of the date of this letter, the Division of Environmental Management had not received an application for renewal. If operation of a discharge or waste treatment facility is to occur after the permit's expiration date, or if continuation of the permit is desired, it must not be allowed to expire. A renewal request must be submitted no later than 180 days prior to the permit's expiration date. Operation of the waste treatment works or continuation of a discharge after the expiration date would constitute a violation of NCGS 143-215.1 and could result in assessment of civil penalties of up to $10,000 per day.
