Subject: Permit Extension Request for the Section 404 Individual Permit and Section
401 Individual Water Quality Certification for the proposed SR 1409 (Military
Cutoff Road) extension and US 17 Hampstead Bypass in New Hanover and
Pender Counties. TIP Nos.U-4751 &R-3300. WBS No. 40237.3.1
References: Section 404 Individual Permit issued August 7,2017 (SAW-2007-1386) and
modifications issued February 27, 2019,June 26,2020, and December 4,2021.
Section 401 Water Quality Certification issued June 5,2017 (20161268) and
modifications issued March 1,2019,June 17,2020, and October 26, 2021.

Dear Sir:
The North Carolina Department of Transportation(NCDOT)is currently constructing the U-4751
section of this project in New Hanover County and the R-3300B section of this project, from South
of NC 211 to North of SR 1563 (Sloop Point Road) in Pender County, is scheduled to LET for
construction on January 18,2022. In addition,the Beane Mitigation Site,which was recently
submitted to your agency for authorization, is scheduled for construction this Spring. The final
segment of this project, R-3300A, is tentatively scheduled for LET in late 2026.
The current permit expiration date is December 31,2022. In order to complete construction in
permitted jurisdictional areas for these projects, NCDOT is requesting that the permit expiration
date be extended to December 31,2027, and that this request is incorporated into the permit
modification request recently submitted for the Beane Mitigation Site.
