Dear Ms. Barber,
Enclosed you will find . a copy of the CEI report for my September 26, 2011
facility site visit concerning Clean Burn Fuels' General Wastewater Permit NCG500645.
The Certificate of Coverage for NCG500645 was issued by DWQ on December 18, 2009
for Boiler Blowdown and Cooling Tower Water Blowdown. During this inspection and
site visit, I understood from you that the grinding of corn had ceased on February 28,
2011, and that Clean Bum Fuels had stopped process production on March 11, 2011. I
assumed that there had not been Boiler Blowdown or Cooling Tower Water Blowdown
discharged after that date. The plant had unfortunately experienced Chapter 11
bankruptcy and foreclosure, and the new owner was Cape Fear Farm Credit. Please
submit the completed Permit Name/Ownership Change Form that I left with you, and
please send it to Dana Sprinkle, NPDES Permitting Unit, 1617 Mail Service Center,
Raleigh, NC. I noticed that there was no Boiler Blowdown flow because all three boilers
had been opened for viewing of the boiler's internal structure. The whole facility
appeared to have ceased operation for an extended period of time. I understood that you
intended to keep the permit (whose expiration date was July 31, 2012) instead of
requesting a rescission. Please be aware of the $100 annual permit fee due before
November 30,- 2011. In the future, if you decide to request a rescission of the permit,
please submit an email request to Charles Weaver ([e-mail]), and
send a co -copy to me ([e-mail]). The rescission request would be based
upon my findings, I stated in this CEI report, that the facility had closed and ceased flow
conditions for NCG500645 wastewaters. During the interim, please be aware that if
Clean Burn Fuels discharges any wastewaters to the environment, then Clean Burn Fuels
is directed to adhere to all of the requirements of this permit.
