PROJECT SUMMARY: The applicant proposes to conduct road maintenance along an unmaintained 3 mile section of Sandfiddler Road that requires the filling of 404 - wetland potholes. Project Setting The project site is accessed by taking NC -12 north through Corolla, Currituck County, to the point where NC -12 exits onto the 44 beach sand roadway. Continue driving north on the beach sand for ±8 miles at which point Gulf Hawk Boulevard intersects with the 44 beach roadway. Turn west onto Gulf Hawk Boulevard and precede ±475' to the first intersection which is Sandfiddler Road. Sandfiddler Road is an unmaintained dirt/sand roadway that has a 60' right -of -way (ROW), runs in a north /south direction for ±4.3 miles and is the easternmost road located within the Carova Beach subdivision. The roadway is ±400' landward of the First Line of Stable and Natural Vegetation as well as the primary dune system. The High Hazard Flood Area of Environmental Concern (AEC) limit is located approximately in the center of the ROW with portions of the road completely outside of the AEC. The road has not been maintained and because of this high spots have formed as well as large potholes that hold water after rain events, some of which are prohibitive to vehicular travel when filled. USACE jurisdictional 404 - wetlands have been delineated in 20 separate areas along this section of the road, some of which are potholes themselves. Typical coastal dune vegetation can be found growing in the untraveled sections of the ROW as well as stands of wax myrtle and groundsel bushes. The traveled areas of the delineated 404- wetlands are void of vegetation, but various wetland plants grow within the untraveled sections. The majority of the properties adjacent to Sandfiddler Road are undeveloped residential lots, but the ones that are developed contain single - family residences and are accessed via Sandfiddler Road. According to available information, there are no archaeological sites on or near this site. According to the 2011 long term erosion rate and setback factors, the erosion rate for this area is 2 ft/yr. The Ocean Erodible AEC extends 145' landward of the FLSNV. The waters of the Atlantic Ocean are located ±650' to the east of the roadway, are classified as SB by the Division of Environmental Management and are open to shellfish taking. Development Proposal The applicant proposes to conduct road maintenance on a ±3 mile section of Sandfiddler Road. The maintenance will begin just north of the Bluefish Lane intersection which is located at the northern limits of the road and extend south to the Gulf Hawk Boulevard intersection. Fifteen areas within the ROW have been identified as high spots and will serve as borrow areas where the roadway will be graded down and the subsequent sand will be used to completely fill four non - wetland potholes, seven 404 - wetland delineated potholes and partially fill two 404 - wetland delineated areas that extend beyond the ROW. Silt fencing will be installed at the edges of the partially filled wetland areas to prevent erosion or filling of the adjacent undisturbed wetland areas. Currituck Bounty, Carova Service District (Sandfiddler Road Maintenance) Field Investigation Report Page 3 Anticipated Impacts • Grading of the borrow areas will result in the disturbance of ±37,800 sf (0.87 acres) of highground area. • Filling of the highground potholes will result in the disturbance of ±9,050 sf (0.21 acres) of highground area. • The project as proposed will result in the filling of ±16,953 sf (0.389 acres) of USAGE 404 - wetlands. Sandfiddler Road is located in the 4 -wheel drive area in the Carova Subdivision on Currituck's Outer Banks and was platted and developed in the late 1960's. The dirt roads with the lack of maintenance have become.almost impassible due to large deep potholes (mudholes) that have formed over the last 40 years. In 2010/2011 Currituck County created a service district for the roads to be upgraded and maintained in the Carova Subdivision. Sandfiddler Road in Carova Subdivision is approximately 3 miles long is parallel and closest to the ocean, has 9 large deep potholes which are considered wetlands. Currituck County / Carova Service District is proposing filling 7 of these wetland potholes entirely and partially filling the other 2 to make Sandfiddler Road passable to vehicular traffic between Gulfhawk and Bluefish Road`s. " Fill will be borrowed from high sandy areas ( all above grade) witMn the Sandfiddler right of way. This sand fill will be taken from the existing travel right of way and the borrow areas are approximately 37,800 square feet or .87 acres. Borrow areas and filled potholes will be in the travel way and will not be seeded to vegetation due to daily traffic disturbance. There are 4 non - wetland potholes that will be filled totaling 9050 sq. ft. Total wetland fill is 16,953 square feet or .389 acres.
