Brad and Hannah,
The Duplin Bridge 12 replacement project on NC 11 experienced high water levels as a result of the
01/16 rain event. We were just there last week and the water level was significantly lower, less than
a foot deep in most areas. From the report and photos I received, there appears to have been losses
on both sides of Little Rockfish Creek. On the northeast side of the creek, where the contractor is
currently working on installing pipe piles for the interior bent, the turbidity curtain was
overwhelmed by deposits from a gully that had been existing prior to the project but was
exacerbated. On the southwest side of the creek, the wattle SDO was overwhelmed by sediment
running down the unvegetated slope. My current recommendations are to remove any deposits
above the water line with hand tools and anything additional once the water level drops back down.
I asked that along with securing the existing turbidity curtain on the northeast side that they also run
one along the southwest side of the creek. They were already planning on temporary seed and
mulch with a tackifier. Unfortunately I do not think that anything had been put down since our ride-
through visit last week when we discussed it. They are going to repair the wattle SDO and any other
EC items in disrepair. As discussed last week, once they finish installing the pipe piles for the interior
bent on the northwest side of the creek, they can proceed with the bank stabilization that is called
for on that side. Please let me know if you have any questions or additional recommendations. I will
