Andrea — I understand the concerns about sediment. The stream from the south runs along the eastern shoreline of the
pond to what appears to be the old spillway, and we're expecting it will continue to flow in its channel separate from the
work area in the pond footprint. We're expecting the culvert will be active in draining the groundwater held in the pond
sediments but not really carrying stream flow. It's going to require some field fitting to make it work since it's difficult
to predict exactly how much groundwater will be held in the sediments and how low the culvert will need to be. We
may also need to define a diversion channel along the eastern shore if the bed of the existing channel is higher than the
bottom of the pond sediments.
The planted buffer will likely be as wide as the pond footprint — say at least 50'. This area will be dedicated to the
restored stream.

Hi Britten and Andrew -
I've got a couple of questions about the Springs of North Asheville PCN:
• Can you expand on how the pond will be drained? The design notes that a temporary culvert will be
placed 3 ft below the pond bottom elevation, and rock pipe inlet protection will be used to capture

sediment. I'm a bit concerned that a pipe set at 3 ft below the pond bottom elevation will end up
pulling a lot of sediment from the pond bottom, and that rock pipe inlet protection won't do the job.
• How wide will the planted buffer be?

The attached Pre -Construction Notification (PCN) is being submitted on behalf of NSR WOODFIN LLC represented by Mr.
Shane Seagle. The project boundary consists of +/- 9.5 acres and is part of Buncombe County parcel 973146098600000.
The project is located at on Walnut Springs Drive in Woodfin, North Carolina. The applicant is seeking a Nationwide
Permit 27 to restore a stream channel in place of an existing pond/dam that has fallen in disrepair.
Please do not hesitate to contact me at 828-698-9800 if you have any questions regarding the attached application and
supplemental information. A copy of this application has been sent via email to Ms. Andrea Leslie with the NC Wildlife
Resources Commission, Byron Hamstead of the US Fish and Wildlife Service and Mr. Andrew Moore at NCDEQ Division
of Water Quality. An official application will be submitted to DWR through the Laserfiche portal once the 30 days pre -
filing requirement has been reached.
