Stevens, City Manager Post Office Drawer A Goldsboro, NC 27533 Subject Property: Neuse River Cut -off Flood Control Weir Project (US Army Corps of Engineers) Neuse River Basin, Neuse River [NEU 05, 27 -(56); NSW, C] REQUEST FOR ADDITIONAL INFORMATION Dear Mr. Stevens: On January 28, 2014, the Division of Water Resources (DWR) received your application dated January 22, 2014 to impact the Neuse River for repairs to a sheet pile weir structure. The DWR has determined that your application was incomplete and /or provided inaccurate information as discussed below. The DWR will require additional information in order to process your application to impact protected isolated wetlands and /or streams on the subject property. Therefore, unless we receive the additional information requested below, we will have to move toward denial of your application as required by 15A NCAC 2H .1300 and 15A NCAC 2B .0200 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: It is recommended that use of a temporary coffer dam be requested in your Pre - Construction Notification (PCN). In the event that it is required to use a coffer dam during construction the installation may proceed without any delays caused by permit modifications. Use of large rock in the scour pool should be keyed in with smaller stone so that larger stone does not roll out during high flow events. 3. PCN must show total Neuse River Riparian Buffer impacts within Zone 1(page 5 of PCN). 4. Plan drawings should show Normal Water Level (NWL) elevation on the upstream pool. Please respond in writing to the DWR within four weeks of the date of this letter to with the requested information.. If we do not hear from you within four weeks, we will assume that you no longer want to pursue this project and we will consider the project as withdrawn. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this timej' by the DWR.
