Willing Road) and improving roadway approaches. The existing 90' L X 25' W precast concrete channels on timber piles and piles encased in concrete is structuraliy deficient and will be replaced with a new, 3-span 115' L X 33' W, cored slab bridge at the same Iocation. An off-site detour will be utilized during construction. The project involves no wetland impacts (there are no wetlands on the project site), 351inear feet of temporary stream impacts that are necessary in order to remove the existing timber/concrete piles. There are no deck drains on the bridge; instead, stormwater runoff will be captured and discharged onto a dissipator pad in a non-buffer area at non-erosive velocities. Proposed Riparian Buffer impacts include 2,822 square feet in Zone 1 and 809 square feet in Zone 2 to accommodate the wider span bridge and the necessary fill siopes. Based on this review, there were no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). There are no structures over 50 years of age in the APE of this project. The two houses nearest the bridge were constructed in 1977 and 1985. Brief Explanation of why the available information provides a reliable basis for reasonablypredicting that there are no unidentified historic properties in the APE.• Using HPO GIS website and the Orange County GIS Tax Data website provides reliable information regarding the structures in the APE. These combined utilities are considered valid for the purposes of determining the likelihood of historic resources being present. NCDOT Archaeology & Historic Architecture Groups PROJECT INFORMATION Project No: Str. # 670043 County: Orange WBS No: 17BP.7.R.54 Document: LIBR/PCE or MCC F.A. No: Funding: State Federal Federal (USACE) Permit Required? Yes No Permit Type: NW 3 or NW 14 Project Description: This undertaking involves replacing Bridge No. 43, in kind, with a new structure over Seven Mile Creek on SR 1120 (Mt Willing Rd). This project’s Area of Potential Effects includes 75ft to either side of the bridge and 300ft from each end, allowing for on-site detours or variant replacement designs, if necessary. However, only minor ditch line impacts are anticipated. The entire APE is to be considered for archaeological assessment, though as a replace in-place project, the review centers on the existing 60 ROW plus a reasonable construction easement. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Aerial mapping and topography of this rural location was examined. Records at the Office of State Archaeology were reviewed. USGS quadrangle mapping depicting previously reviewed areas and site locations was copied. No previously documented archaeological sites were noted, nor were there any environmental reviews in the nearby area. A reconnaissance conducted on July 27, 2012. For this project, much of the APE has been modified by the existing bridge construction and road. Expectations that an intact or otherwise significant archaeological resource might be impacted are low for this replace in place project. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The undertaking involves replacing an existing bridge in-kind. No archaeological sites have been recorded and documented with the Office of State Archaeology. This is a relatively small undertaking. Much of the APE has been disturbed by the existing transportation feature, bridge No. 43 on SR 1120. These factors suggest that undocumented, significant and undisturbed archaeological sites are unlikely to be impacted within the APE.
