(S &ME) is submitting this Pre - Construction Notification (PCN) for your records for a farm pond dam removal at the above - referenced site in Holly Springs, North Carolina. It is our understanding that this project is exempt from the Neuse River Buffer Protection Rules (15A NCAC 2B .0233) and that a Water Quality Certification from your office should not be required. Mr. James Lastinger with the U.S. Army Corps of Engineers' (USACE) Raleigh office indicated that this project would not require a USACE Nationwide Permit Verification. BACKGROUND INFORMATION The purpose of the project is to breach a dam on an approximately 1 -acre pond. located off of Parkmore Drive in the Town of Holly Springs, North Carolina. The project location is shown on the attached topographic map (Figure 1) and soil survey map (Figure 2). As indicated in the attached Farm Pond Inspection Report by Hugh J. Gilleece, III & Associates (Appendix I), the earthen dam is approximately 250 feet long, between six and ten feet tall, and has an approximately ten -foot wide crest. The dam is estimated to be over 35 years old. The main spillway is an earthen channel that has formed a scour /plunge pool in the receiving stream. The receiving channel is highly eroded and incised, as shown in the photographs in the report (Appendix I). An Approved Jurisdictional Determination by USACE for the delineated streams and wetlands surrounding the pond was incorporated into a Nationwide 29 permit (dated January 5, 2011 and re- issued on May 24, 2012) for the sewer force main associated with the Pecan Grove Apartments project (USACE Action ID 200800875/ DWQ Project # 10 -0954 v.2). The Force Main Wetland Survey included with that PCN that shows the buffered stream and subject pond is included in Appendix II. p- p I u 0. Sever, P.E. Introduction On February 15, 2012, Mr. Donald A. Sever, P.E. performed a casual inspection of the farm pond. The farm pond is located off Parkmore Drive in Holly Springs, NC. The age of the farm pond has not been determined, but existing vegetation on the dam would indicate it is over 35 years old. The surface area of the pond is just over 1 acre. The drainage area for the pond is approximately 30 acres, and is approximately 1 mile upstream of Bass Lake. Existinp, Conditions The existing dam is approximately 250 feet long, with the height of the dam between 6 and 10 feet. The crest of the dam is 10 feet wide. Page 2 ��yy fir, fir• A - ♦ - � � �.sr Iii .may., yr 4 _ 1 On the upstream side of the dam, there are 11 hardwood and 1 pine trees ranging from 4 inches to 12 inches in diameter. On the downstream embankment, there are 26 hardwood (mostly sweet gum) and 7 pine trees ranging from 8 inches to 24 inches in diameter. The height of the dam varies to 10 feet, while the downstream embankment is steeper than a 2 horizontal to 1 vertical slope. A desirable downstream slope is 3 to 1. The main spillway for the dam is an earthen channel. The opening is 1 feet in width, and flares to a 5 foot width at the dam crest. The downstream channel is continually eroding. The channel walls are up to 4 feet high in some areas. The channel has formed its own scour / plunge pool at the end of the spillway. Page 4 Page 5 9 aged Upstream of the pond, the main feed is a 2 foot wide channel outfalling into a large wetland area. Recommendations The existing dam does not meet current requirements for dam construction. There is no permanent spillway structure with a gate valve to drain the lake. The emergency / principal spillway is not armored, and will be continually scoured in the future unless steps are taken to stop it. The downstream channel is scouring, and is expected to deepen after large rainfall event. The size and number of trees on the downstream embankment could cause the dam to fail in the future. The slope of the embankment is also substandard. It is our recommendation that the existing dam be breached approximately 50 feet to the west of the main spillway. A new channel should be established in the main pond area after the breach is performed. Downstream of the breach, a new channel should be constructed to the present plunge pool area of the emergency spillway. If the dam is not breached, then a rehabilitation plan should be developed to bring it to meet current design criteria. This can get very expensive for a dam in this present condition.
