Comments: Heritage Reserve Court Site: The impacts associated with 131 and B2, will occur within the existing public utility easement (PUE). The impacts associated with B3 will be temporary and will occur outside the existing PUE. The impacts for B3 will occur within the temporary construction easement (TCE) and the limits of disturbance (LOD). The work will consist of replace in place of the existing aerial crossing. Hidden Jewell Lane Site: The temporary impacts associated with B1, B2, and B3 will all occur within the existing PUE. The work will consist of replace in place of the existing aerial crossing. Mitigation will be required due to impacts that will occur within the Smith -Austin Conservation Easement. The total impacts that require mitigation is 963 sq. ft. (shown as M1 on sheet 7 of the detail drawings). See the attached mitigation plan regarding these impacts. See attached Mitigation Plan. Wendell South Site: The temporary impacts associated with 131 and B2 will occur within the existing PUE. The permanent impacts associated with B3 will occur within the new proposed 7-foot PUE. The temporary impacts associated with B4 will occur within the proposed TCE and LOD. The temporary impacts associated within the existing right of way (ROW). All the work will consist of replace in place of the existing aerial crossing. Wendell North Site: The temporary impacts associated with B1 will occur within the existing PUE. A comparison of the model results for the Existing Conditions Model Water Surface Elevations versus Proposed Conditions Model shows a zero (0) delta in the flood elevation, indicating a No -Rise impacts on the entire Smith Creek base flood elevations as a result of the proposed 2016 Aerial Sewer Replacement Project. The Town of Wake Forest has reviewed and accepted the flood study for the Hidden Jewel site. A floodplain permit for the "No -Rise' condition will be provided upon completion of the final construction plan review for the project. The South Wendell aerial sewer crosses the Buffalo Creek Floodway located within the FEMA Effective FIRM 3720177400J. A comparison of the model results for the Existing Conditions Model Water Surface Elevations versus Proposed Conditions Model shows a zero (0) delta in the flood elevation, indicating a No -Rise impacts on the entire Buffalo Creek base flood elevations as a result of the proposed 2016 Aerial Sewer Replacement Project. The Town of Wendell is currently reviewing the flood study for the South Wendel site. Equipment to be used for construction includes haul trucks to transport materials needed to and from the sites and mechanized pile drivers for installing the aerial sewer piers. Percussive activities will be limited to installing the aerial sewer piers that are necessary for the sites. These activities will only take place between the working hours of 8:00 AM and 4:00 PM. Endangered species are not known to be in the areas of the proposed work.
