e 7c @acd 7//V0, The Goodyear Tire & Rubber Company 6650 Ramsey St. Fayetteville, NC 28311 Certified Mail No. 7009 0960 0000 8628 0146 Return Receipt Requested August 20, 2010 Mr. Dale Lopez Environmental Specialist NCDENR - DWQ 225 Green Street Fayetteville, N.C. 28301 DENR-FRO AUG 2 3 2010 DWQ Re: Compliance Evaluation Inspection — Response to Request The Goodyear Tire & Rubber Company NCG500153 Cumberland County Dear Mr. Lopez The Goodyear Tire & Rubber Company (Goodyear) owns and operates a rubber tire manufacturing plant in Fayetteville, North Carolina (Goodyear Fayetteville). The facility primarily produces passenger tires and radial light truck tires. The plant's Standard Industrial Classification (SIC) code is 3011— Manufacture of Tires and Tubes, and the plant's North American Industry Classification System (NAICS) code is 326211— Tire Manufacturing. Goodyear Fayetteville is submitting this response to a request for information following the compliance inspectioncompletedon July 1, 2010. Severalquestionswere presented to me in your letter dated July 19, 2010 and I have addressed them as follows: 1. Microbac Lab Measurement Procedure at the Parshall Flume — Microbac was reading the gauge at the flume and was mistaking inches as feet. Lab has changed their sampling procedure to convert the discharge inches to GPM flow rate. 2. Microbac will also from this point on always use the analytical method that yields results as <0.01 mg/1(l0ug) for Chlorine. 3. Microbac takes the temperature reading directly after discharge from the Parshall Flume. 4. It appears some confusion over the numbering of the two outfalls has occurred over the years at Goodyear. I have drawings that show them numbered both ways. Outfall 001 as shown in the drawings given to me has been clearly marked by a sign at the entry gate to the Parshall Flume: I have included another -drawing from June 2002 that shows the opposite numbering. At any rate this location is the outfall for the water in question on the permit. Enclosed Please Find Requested Information as Attachments: 1. Attachment I: Picture of Signage at Location of Outfall with Parshall Flume marked Outfall 001. 2. Attachment II: Flow Diagram showing waste water lines, factory water line, and non -contact cooling water and storm .lines with discharge locations noted. 3. Attachment III: Site location diagram noting outfalls and current numbering logic of each. Please also note on diagram the location of Microbac Sampling Point including the location where water temperature is taken. I have also included a drawing that shows the opposite numbering order for the outfalls. 4. Attachment IV: Industrial User Permit application, pages 1-6 and Biocide attachment, from 2008 noting the discharge of non -contact cooling water and biocides used in the system. CL-49 is currently being used. CL-40 was discontinued in 2009. The application states on page six that the.ba le blawdown-and-cooling-water j low-dowmgoesta e--P-WC. The boiler blowdown is currently estimated at 5,000 to 6,000 gallons/day and the cooling water bleed including blowdown is estimated at around 30,000 gallons/day. 5. Attachment.
