I tried calling you earlier but missed you so I thought I would drop you an email while its fresh on the brain. I know I was struggling a little with the accounting yesterday and found myself worse off this morning. I exchanged long winded voice mails with Bailey and I think I better understand the situation. Impact #1 (wetland only) 0.02 at 3:1 = 0.06 Impact #2 (stream only) 94 at 11/2:1 = 141 Now as we spoke yesterday I don't intend on inflating the ratio on impact sites that are not installed, that is only applied on the above sites installed without permits. Impact site #3 (wetland and stream ) = 0.082 acre at 2:1 = 0.164 and 80 linear feet at 2:1 = 160 linear feet. Reason being is that from everything I know about the site, area 3 is a tributary that is still connected to its floodplain and has a much higher value than site #2 which has been incised and straightened. There is nothing in the file that suggests otherwise and I know for DOT actions and Lejeune actions that I have worked for the past five years the minimum ratio I have accepted for those type systems would be 2:1. Therefore, the total mitigation needs would be 0.224 acre of wetlands and 301 linear feet of stream. You currently have a bank reservation that covers the needs for wetlands but not enough for the stream. Now if you have something that suggests a different ratio I would like to have access to it. I am scheduled to be in the field tomorrow but should be in the office Friday if you want to talk more about it. If this makes sense please go ahead and adjust your credit reservation from the mitigation bank.
