NARRATIVE DESCRIPTION: Project Setting Bridge No. 60 is located on Hwy 70 Business over the Trent River near New Bern, Craven County and is located on the north side of the US/70 US/17/ NC 55 Interchange, adjacent to the Bridge Point Hotel and Marina on the south end of the bridge. The bridge terminates adjacent to Union Point Park and the New Bern Convention Center on the north end of the bridge. The New Bern side of the bridge lies within the city's historic district, which is also declared a state and national historic district as well. The bridge is positioned over the. Trent River at its confluence with the Neuse River. The bridge allows for the flow of traffic between James City and the City of New Bern. Bridge No. 60 was constructed in 1955 and is 1,763' in length and 36.3' wide. The bridge has a 28' travelway (two 12' wide lanes with 2' shoulders) and 3' wide sidewalks with railings on each side of the bridge. The approach to the bridge on the north is 350' in length and the approach on the south is 1,190' . The bridge has a 220' truss swing span that is located over the center of the, federal navigation channel in the Trent River. The bridge has a navigational clearance of 13.5' underneath the bridge with the swing span closed. The bridge provides two 76' openings with unlimited vertical clearance when open. The Trent River is classified SB; SW and NSW by the 1/MC in the area of the proposed construction. The Trent River is classified by the Division of Marine Fisheries as Joint Waters, however, the area is not considered a Primary Nursery Area. The waters are closed to shellfishing by the Shellfish Sanitation Section of the Division of Environmental Health. At the project site the Trent River is approximately 1700' wide. Water depths in the area of the bridge range from -1' to -14' below the NWL. SAV's were observed in the project area during site visits, located on the southeast side of the bridge to 100' beyond the shoreline, and to approximately 400' beyond the shoreline on the southwest side of the bridge. The creek bottom substrate is composed of silty sand in the project location. Project Proposal NCDOT proposes to replace the existing B ridge No. 60 over the Trent River and has scheduled to begin the replacement in 2007. The project involves replacement of the existing swing span bridge, related approaches, and traffic control devices with a bascule bridge, new approach structures, and new traffic control devices. To initiate the project, the existing bridge would be closed and traffic re- routed from James City to New Bern via the Hwy 70 Bypass to Pembroke Avenue. The existing bridge would be completely demolished, beginning at the top and working down to the bottom bridge strictures, and removed from the project site utilizing Best Management Practices for Bridge Demolition and Removal. The new bridge would be 1,762' in length and 36.1' in width, which would be within the footprint of the existing bridge. The new bridge would include a 130' long bascule centrally located over the federal channel which, when open, would provide 130' of horizontal clearance through the bridge with unlimited vertical clearance. In the closed position the bascule would provide 16' of vertical clearance under the bridge, which is an increase of 2.5' above the existing 13.~~ clearance. FIELD INVESTIGATION REPORT: NORTH CAROLINA DEPARTMENT OF TRANSPORTATION BRIDGE N0.60 OVER THE TRENT RIVER PAGE #3 The new bridge as proposed would have two 11' travel lanes with a 2' wide gutter and a raised S.S wide sidewalk on the southbound lane. The northbound lane will have a 4' wide shoulder section. The bridge will also have rails along each side of the bridge for safety purposes. Two 10' wide x 100' long parking areas for a total of six parking spaces are proposed on the east side of the bridge. The parking areas would provide parking for maintenance crews and for the bridge house, which is to be constructed over the bascule support on the northeast side of the bridge opening. The bridge will be constructed in accordance with the "Findings of Adverse Effect Documentation" prepared b~ the NCDOT and the Certificate of Appropriateness issued by the New Bern Historic District Preservation Commission. To construct the new bridge a temporary work bridge will be constructed approximately 35' wide along the entire length of the bridge. Work barges will also be utilized to construct the bridge where possible. New traffic control signals are also proposed at both entryways to the bridge bascule. To stabilize the shorelines at the bases of the bridge during storm events, the applicant has proposed to place Class 1 riprap an average distance of 25' landward of the existing concrete bulkheads for approximately 230' of shoreline. The applicant has also proposed to replace the approach structures to the bridge. The asphalt on the south end of the bridge would be removed for a length of 460' from the foot of the bridge and the 75' wide area (including the road shoulders) would be re-graded. The pavement would then be replaced. The approach on the north side of the bridge would similarly be re-graded and replaced for a 60'wide x 300' long section. A~ 5' x 200' sidewalk is proposed on the northern approach to the bridge and a 5' x 570' sidewalk is proposed on the southern approach to the bridge to facilitate pedestrian traffic across the bridge. To stabilize the shoulders of the road on the north end of the bridge, two 16d' long retaining walls are proposed at 33' landward of the NWL. The retaining walls would be made of brick and mortar and would taper down from approximately 4' on the south end near the shoreline to 2' in height on the north end of the structures. Anticipated Impacts The proposed bride would permanently shade 69,220 sq. ft. of Estuarine `'Waters and Public Tnist Area of the Trent River, of which 4,360 sq. ft. would be new. The construction of the temporary work bridge would also require the temporary shading and disturbance of 53,87 sq. ft. of Estuarine Waters and Public Trust Area. The pilings and bascule supports would create 6,019 sq. ft. of permanent impacts to surface waters. Temporary impacts would include 630 sq. ft. for the construction of the cofferdams used in constructing the bascule supports and 3.00 sq. ft. for work bridge pilings. The project would result in 61,765 sq. ft. of high Around disturbance for the Grading and paving of the new approaches to the bridge, construction of the retaining ~~•alls, sidewalks, and riprap, of which 7.600 sq. ft. would be new fill for sidewalks and rip rap. The navigable clearance under the bridge in the closed position would increase by 2.~' from 13.5' to 16', which should slightly decrease the number of requests for bride openings. The bridge ~~ ould also allow an increase in the horizontal clearance from 76' to 130'. The number of lanes on the bridge will remain the same, however, the new bridge will be constructed to newer and stricter safety standards. The community's use of US 70 Business would be interrupted and rerouted during the three year construction period of the project. • FIELD INVESTIGATION REPORT: NORTH CAROLINA DEPARTMENT OF TRANSPORTATION BRIDGE NO.60 OVER THE TRENT RIVER PAGE #4 --------------------------- The applicant has committed not to do any in-water work during moratorium periods associated with anadromous fish migration (February 1.5 through June 30) so that impact to these populations should be minimal. No additional closures of shellfishing waters are expected in association with the proposed project. The applicant has not proposed any wetland mitigation for the project as the new bridge will not impact any designated wetland areas. Impacts to SAVs will be minimized as precaution will be taken to avoid barge contact with the bottom substrate and avoiding long term mooring of construction barges during the growing season. A localized increase in turbidity can be expected during the in-water demolition and construction portions of the supporting structures for the bridge. Vibration from the bridge piling installation may potentially affect several of the historic buildings in the area. Vibration effects will be monitored to ensure that damage does not occur to those structures. If any damage to the buildings is discovered then.work will immediately cease on the bridge and NCDOT will contact NC-HPO and the property owners to resolve any issues in accordance with the Memorandum of Agreement between NCDOT and NC-HPO. The North Carolina Department of Transportation proposes to replace existing Bridge No. 60 over the Trent River on US 70 Business in Craven C.lunty. The project involves replacement of the existing swingspan bridge, related approaches. and traffic control devices with a bascule bridge, new approach structures, and new traffic control devices. Th{~ new bridge will feature two 11-foot lanes with a 4-foot shoulder along the northbound lane and a two-foot nutter along the southbound lane. A sidewalk (~.5 feet in width on the bridge and ~ feet in width on the roadway approaches) will be provided adjacent to the south~_~ound lane for the entire project length. -Total project length is 2,480 feet with the bridge comr.risir-~g 1,76? feet. The project schedule calls for a January 16, 2007 let with a review date of December 1 "~, 2006. Proposed permanent impacts include 6,049 sq. feet of surface water impacts for drilled piers and Bascule footings. Proposed temporary impacts to surface water will be 630 sq. feet fir cofferdams to construct the piers and 3500 sq. feet for the work bridge piers. Impacts to Water of the United States General Description: The Trent River is located in the 03020204 CU of the Neuse River Basin. The Division of Water Quality (DWQ) has assigned the Trent River a Stream Index Number of 27-101-(39). DWQ has assigned a best usage classification of SB Sw ti'S`~'. No designated Outstanding Resource Waters (ORW), High Quality Waters (HQW), Water Supply I (WS-I), or Water Supply II (WS- II) waters occur within 3.0 miles of the project study area. Permanent Impacts: As stated above, permanent impacts consist of drilled shaft piers and Bascule bridge footings. The total amount of surface water impacts is 0.139 acre. Tem~orary Impacts: Temporary impacts to surface waters for this project is 0.014 acre for coffer dams needed to construct the footings for the bridge. There will be temporary impacts for the workbridge in the amount of 3500 sq. feet. The size and shape of the workbridge is generally left to the contractor. Utility Impacts: There will be no impacts to jurisdictional waters due to utilities. The only utilities associated with this project will serve the Bascule bridge and the Bridge Tender's house. Neuse Buffer Rules: This project lies within the Neuse River Basin; therefore, the regulations pertaining to the Neuse River Buffer Rules will apply. Because the bridge is located within an urban area, most of the buffer zones have pre-existing bulkheads and/or riprap. To comply with the Neuse River Riparian Buffer requirements, all improvements associated with B-?~32 will remain inside the limits of the existing transportation facility and, therefore, this project is considered exempt from the buffer rules. Bridge Demolition The superstructure for Bridge No. 60 will allow removal without dropping components into the water. Likewise, it should be possible to remove the timber piles without dropping them into the water. The concrete piers may result in as much as 10 cubic yards of till depending on the method of removal to be determined after a contractor is selected. Best 1~lanagement Practices for Bridge Demolition and Removal will be implemented. Any component of the bridge dropped into the water shall be immediately removed. Avoidance and 1VIinimization To avoid impacts, NCDOT is replacing Bridge No. 60 in place and utilizing an oft-site detour. NCDOT is also minimizing impacts to surface waters by utilizing longer spans with less bents than the existing bridge. NCDOT will observe an in-stream construction moratorium from February 15 to June 30 and utilize Stream Crossing Guidelines for Anadromous Fish Passage. To avoid temporary impacts due to a workbridge, NCDOT will utilize a barge for demolition and bridge construction where feasible. To minimize impacts to submerged aquatic vegetation (SAVs), efforts will be made to avoid barge contact with the substrate and minimize shading during the growing season (Nlay - September). Logistics associated with minimizing shading include maintaining an elevation of at least three feet above normal high tide (+0.7 feet) for work bridges and avoiding or minimizing long term mooring of construction barges during the growing season. Reasonable efforts will also be made to avoid bottom disturbances in areas of SAV beds during the growing season. l~'Iitigation Mitigation is not proposed for the permanent impacts due to piers or the temporary impacts due to the workbridge and coffer dams. There are no impacts to the Neuse River Riparian Buffers since the project is staying within the existing transportation facility. Federally Protected Species As of March 8, 2006, the US Fish and Wildlife Service (USFWS) lists six federally protected species for Craven County. The following table lists these species.
