The Corps has received (January 5) and reviewed your submitted pre-construction notification (PCN)
application and supporting documents for the proposed Boylston Highway B&F Ceramics project.
The project site is located on a tract of land (PIN 9631-42-5811) on the northwest side of Boylston
Highway (NC Highway 280), approximately 0.25 miles west of the intersection of Boylston Highway
and Presbyterian Church Road in Mills River, Henderson County, North Carolina. Coordinates are
35.38108, -82.57513. The Corps is requesting the following comments and additional information in
order for us to consider the application to be complete:
Compensatory mitigation for the loss of 0.244 acres of wetlands will be at a ratio of 2:1. The Corps
may adjust this ratio based on the results of a functional assessment of Wetland 1 at the site. If
the applicant wishes the Corps to consider a compensatory mitigation ratio other than 2:1, then
submit N.C. Wetland Assessment Method (NCWAM) worksheets and data for Wetland 1.
Provide the WCWAM information by February 28, 2022.
Or, acknowledge, by February 28, 2022, that the applicant will provide compensatory mitigation
at a ratio of 2:1.
At this time, the request to utilize NWP 39 for authorization of impacts to waters of the U.S. is on
hold until the above additional information has been received. Once the Corps receives the
information noted above, then we will be able to continue to process your request. If you have any
