Activities verified under NWPs must avoid and minimize impacts to wetland and waters. Can you please elaborate on the need for the rip -rap pads at the ends of each culvert as proposed in the PCN. Elimination of these rip -rap structures may serve to minimize impacts to wetlands and waters. Can you please provide your response within 30 days. Your response I greatly appreciated.
