Mr. Adkins: The Corps is in receipt of a PCN for NWP14 (received Jan 24, 2014) to replace a bridge with a concrete
culvert in waters of the US. Activities verified under NWPs must avoid and minimize impacts to wetland and waters.
Can you please elaborate on the need for the rip -rap pads at the ends of each culvert as proposed in the PCN.
Elimination of these rip -rap structures may serve to minimize impacts to wetlands and waters.
Can you please provide your response within 30 days. Your response I greatly appreciated.
