The HSMB restored and enhanced a total of 4,090 linear feet of stream and enhanced and created 2.25 acres of wetlands. The HSMB is a riparian system in Middle Fisher River cataloging unit (03040101090030) of the Yadkin River Basin in Surry County, North Carolina. The site's natural hydrologic regime had been substantially modified through the relocation and straightening of stream channels, livestock impacts, and clearing of riparian buffer. This completed project will restore impacted agricultural and pasture lands to a stable stream and wetland ecosystem with a functional riparian buffer and floodplain access. The HSMB is protected by a 12.4 acre permanent conservation easement, held by Unique Places to Save. The site is located in the north -central portion of Surry County, approximately 4.5 miles west of Mount Airy, North Carolina. Specifically, the site is located off Haystack Road (SR-1480) with the project parcels split by I-74. The center of the site is located at approximately 36.4782 N,-80.7039 W. The HSMB offers the chance to restore degraded streams and wetlands and to bring functional uplift to the entire system. The goals for the project are to: - Restore channelized and livestock impacted streams to stable C4 and C4b type channels. - Restore a forested riparian buffer to provide bank stability, filtration, and shade. The project goals will be addressed through the following objectives: - Relocate or stabilize channelized and/or incised streams to connect to a floodplain or floodprone area. - Install a cross-section sized to the bankfull discharge. - Create bedform diversity with pools, riffles, and habitat structures. - Fence out livestock to reduce sediment impacts from adjacent grazing and farming practices to the project tributaries - Plant the site with native trees and shrubs and an herbaceous seed mix. Project construction was completed in September 2020 and planting was completed in March 2021. The site was originally constructed as designed, with only one modification from the design plan. In an effort to preserve some of the large trees along the banks of the stream near the top of T2-1, an EI level approach was used for a portion of this reach that was originally designed as restoration. This section begins at the original EII/R break (201+36) and extends to the beginning of the step pool located at 202+77. In October 2020 and again in December 2020, major rainfall events caused severe damage to the site, mainly along T2. Repairs to the site were completed in January 2021 and primarily consisted of extending cascade structures and adding live lifts to the banks. For more information see Appendix E — As -built Plan Sheets. Stream morphology baseline data was collected in December 2020 (profile) and February 2021 (cross - sections). Vegetation baseline data were collected in March 2021. The baseline data found the stream was constructed as designed and an average stem density in the vegetation monitoring plots of 1,099 planted stems/acre. After construction was completed, large areas along the floodplain of T2 were much wetter than initial design estimates had anticipated. A mitigation plan modification was submitted to the IRT in April 2021 and these areas will be developed as wetland creation areas. SUCCESS CRITERIA Vegetative success criteria for the stream mitigation is 260 woody stems/acre after five years, and 210 woody stems/acre after seven years. Trees in each plot must average six feet in height at Year 5 and eight feet in height at Year 7. Volunteer species must be present for a minimum of two growing seasons before being included in performance standards for Year 5 and Year 7. Vegetation is monitored with 13 10m x 10m vegetation monitoring plots. Seven of these plots are permanently installed, while the other six are randomly placed at the time of each monitoring visit. As the wetland areas develop, it is possible that these areas may be too wet to support a forested wetland and they may develop into more of a scrub -shrub or emergent vegetation system. KCI will monitor the development of the vegetation within the wetlands to determine if the vegetation success criteria or the planting plan needs to be adjusted to account for this development. Any changes to these aspects of the project will be documented as part of the Adaptive Management process. The first year of monitoring found all 13 vegetation monitoring plots had greater than 260 stems/acre. Overall the site had an average of 831 planted stems per acre, and including volunteers 906 stems/acre. During the monitoring period, a minimum of four bankfull events must also be recorded. These bankfull events must be recorded in separate years. The intermittent project streams must show a minimum of 30 continuous flow days within a calendar year (assuming normal precipitation). A "normal" year will be based on NRCS climatological data for Surry County with the 3& to 70t" percentile thresholds as the range of normal. One automatic recording pressure transducer gauge was installed on T2 to record bankfull events. Three additional automatic recording pressure transducer gauges were installed on T1, T1-1 and T2-1 to monitor the days of consecutive flow in these reaches. Cameras set to record a short video once a day were also installed on these reaches to provide additional verification of flow. Bank height ratios (BHR) should not exceed 1.2 and the entrenchment ratios (ER) should not fall below 2.2. BHR and ER at any measured riffle cross-section should not change more than 10% from the previous condition during any given monitoring interval (e.g. no more than 10% between years 1 and 2, 2 and 3, 3 and 5, or 5 and 7). Adjustment and lateral movement following construction and as the channel settles over the monitoring period are to be expected. Ten cross -sections (5 riffles, 5 pools) were installed. Geomorphological measurements at these cross -sections will be used to determine if any adjustments that occur are out of the range typically expected for this type of stream. Visual assessments will also be used to identify problem areas. Baseline monitoring found the stream geomorphology to be functioning as designed and meeting all performance standards. Wetland hydrology is monitored with a series of seven automatic gauges that record water table depth. The site must present continuous saturated or inundated hydrologic conditions for at least 9% (minimum of 19 consecutive days) of the growing season during a normal year. A "normal" year is based on NRCS climatological data for Surry County using the 30th to 70th percentile thresholds as the range of normal as documented in the USACE Technical Report "Accessing and Using Meteorological Data to Evaluate Wetland Hydrology, April 2000." The growing season for the project monitoring period will be a minimum of April 3 through October 30 (211 days) based on the WETS table for the Mount Airy 2W Station, 3 miles northeast of the project. However, the beginning of the growing season may also be established annually using an on -site soil temperature probe to establish a start date (no earlier than March 1 for a maximum of 244 days). Continuous soil temperature monitoring will begin in February of each monitoring year and will continue through April, following the guidance in the regional supplement for determining the growing season (USACE 2012). These data will be included in the monitoring reports. MONITORING RESULTS This report represents the monitoring year one conditions for the HSMB. During the site's first growing season all 13 vegetation monitoring plots achieved the success criteria 260 stems/acre. Across all of the plots the site average 856 planted stems/acre. Including volunteers the site average 1,093 stems/acre. Overall the site is well vegetated with many planted and volunteer woody stems throughout the whole project and a robust and diverse herbaceous layer. Hair Sheep Mitigation Bank KCI Associates of NC, PA Action ID # SAW-2018-00712 2 MY-01 Monitoring Document The first year cross-section surveys found the stream is functioning as designed. None of the 10 cross - sections had a BHR greater than 1.2 or an ER less than 2.2. No problem areas within the stream have been identified. During the site's first growing season the months of February and August experienced above average rainfall, while January, June, July, and September experienced average rainfall. The months of April, May, October, November, and December experienced below average rainfall. Overall the site experienced average rainfall in 2021. All 7 wetland monitoring gauges achieved the success criteria in 2021. The stream flow gauges on T1 and T2-1 both achieved more than 30 consecutive days of flow, while the gauge on Tl- 1 achieved a maximum of 16 consecutive days of flow. These gauges were installed on June 4 and so did not record data for the first half of the year. Since the beginning of the year is generally the wettest part of the year, it is believed that all 3 flow gauges would have achieved the success criteria if they had recorded for the entire year. The data from the flow gauges was further backed up by the flow cameras. The cameras on T1 and T2-1 both showed greater than 30 consecutive days of flow, while the camera on T1-1 only showed a maximum of 25 days of flow. These cameras were installed at the same time as the flow gauges and also did not record for the first half of the year. Differences in the number of days recorded by the cameras and the gauges are largely due to periods of time during the growing season when the cameras are obscured by vegetation. The bankfull gauge on T2 recorded two bankfull events in 2021. CONCLUSION At a site walk with the IRT on March 25, 2021, several modifications to the project were requested. These included installing BMP type sediment retention basins at three areas of concentrated flow entering the easement and the removal of rock from the banks of two riffles (at 213+00 and 214+25). All of the requested repairs were made and completed by July 28, 2021. The IRT also expressed concern about the vegetation throughout the floodplain and terrace slopes of the downstream half of T2. Because the meeting took place before the growing season, these areas had not had a chance to fully vegetate since construction and the IRT was concerned that it would struggle to do so due to the relatively steep slope of the terrace area and the amount of inundation along the floodplain. By the end of the first growing season these areas were well vegetated and had a diverse and thriving mix of herbaceous and woody vegetation. Please see Appendix B — Visual Assessment Data for pictures of this area. Several invasive species have been noted growing on the site. These include Callary pear (Pyrus calleryana) and multifloral rose (Rosa mult flora). A treatment of all invasive species on site is planned for the spring of 2022. On July 28, 2021, it was discovered that the landowner's sheep had gained access to the upper portion of T1 through a gap under one of the gates. This gap was promptly sealed and the sheep removed from the easement. The landowner was also re -advised of his responsibility to keep his animals out of the easement. As a result of this encroachment there was damage to the vegetation in this area. To repair this damage, a supplemental planting of the upper portion of T1 was completed on December 20, 2021. Please see Appendix C — Vegetation Data for a complete list of the species and quantity of stems that were planted. Overall the site is functioning as designed with no concerns about long term project success. KCI will continue to monitor the site in 2022, with second year vegetation monitoring taking place no sooner than June 1, 2022.
