Subject Application for Neuse River Riperian Buffer Authorization for Hillsborough Riverwalk
Phase III, Orange County, NC
The Town of Hillsborough proposes to construct a greenway trail in an existing undeveloped
wooded area owned by the Town along the north bank of the Eno River, connecting the existing
paved Courthouse Trail, owned by Orange County, on the west to an existing natural surface trail
on property owned by Classic American Homes Preservation Trust (CAHPT) to the east This
proposed trail segment and the two existing trail segments that it will tie together are part of the
NC Mountains to Sea trail system
The proposed 6' wide gravel trail has been designed to follow the existing topography along its
length with 8' wide, low profile boardwalk sections included in areas where natural stormwater
flow patterns exist on this site The majority of the trail is located outside of the Eno River
riparian buffer There is one 1916 sf impact to Zone 2 of the riparian buffer in an area on the
eastern end of the proposed trail where an existing archeological site also extends into Zone 2 of
the riparian buffer The requirement that the proposed trail not disturb the archeological site
necessitates the impact to the riparian buffer in this area The 6' wide gravel trail will be located
in a 14' wide cleared area with minimal tree removal or ground surface disturbance This project
will not have any direct impacts on the Eno River, other surface waters or wetlands The
breakdown of impacts on the riparian buffer due to construction of the gravel trail are as follows
and indicated on Figure 1 (attached)
