Subject:NCS000587: Statesville Question re: Outfall Mapping
Date:Thursday, January 13, 2022 8:42:00 AM
Hi Randall,
Just to summarize this morning’s conversation, the city does not need to map private property
outfalls if the city’s collection system does not discharge into the property or receive stormwater
from the property.

Hi Randall,
If the city’s MS4 discharges into, through or receives flow from private property, then any associated
major outfalls to surface waters are required to be mapped by the city, even if they are located on
private property.
If you need further clarification, please contact me via email and we can set up a time to discuss.
Thanks,
J

I still have not got a response regarding my question below in regards to mapping our outfalls for our
MS4 permit. Could someone please respond? Our GIS is closing in on finishing what we have
scheduled to do this winter and we need some direction as it pertains to outfalls from private roads
on private property that is owned by an industrial permittee (rock quarry). Thank you.

Michelle,
I have a question regarding outfall mapping for our Stormwater program. It concerns outfalls on
private property for a private road. The property is a rock quarry and has its own NPDES Industrial
permit. Do these need to be mapped for our MS4 permit? Thanks for your help!
