Happy Monday Jeff! 

Last week I met with Loretta Barren (FHWA) and Renee Gledhill‐Earley (NCDCR) to discuss Section 106 requirements 
for B‐5845. From the two meetings the following applies to B‐5845: 
 FHWA stated no Federal monies, no 4(f) 
 NCDCR stated no requirements with state funded projects 
 NCDCR stated that if a federal permit is required then proof that an archaeological survey is not required or 
there are no archaeological impacts associated with the proposed project construction 

Regarding the LWCF award received for Moss Lake Park … I have not identified a person with the Town who is 
familiar with LWCF or the process. Our research  indicates that the $159K was likely used for the development of the 
westside, Moss Lake Park II, during 1979 – 1984. Moss Lake Park II does not border SR 2033 so we should be outside 
of the APE for Section 6(f).
