Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Works involves the hydraulic dredging of approximately 1400 cubic yards of sand, silt and clay from a Municipal Downtown Lake. Spoils will be contained in a stilling basin located within 200 lineal feet of the Lake being dredged. Existing land use is the site of a former textile mill, which still owns and controls the Lake as well as the site of the stilling basin. Effluent discharge water from the stilling basin will be directed back into the Lake being dredged and will be filtered, upon entering the lake, with a floating, turbidity curtain. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?" Yes No Unknown 4f. List the total estimated acreage of all existing wetlands on the property: 0 u 4g. List the total estimated linear feet of all existing streams on the property: 0 4h. Explain the purpose of the proposed project: * The water source for this Lake is a feeder stream located on the West side of the Lake. The purpose of this dredging event is to remove the alluvial sediment from the stream that has accumulated in the Lake. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * A floating, swinging ladder, cutterhead suction dredge will be launched and retrieved from the adjacent shoreline, on property owned or controlled by the owner. The dredge will pump the sediment into a professionally designed and constructed upland setting basin that will contain the sediment. The effluent discharge water from the containment area will be returned to the Lake through a standard USACE flashboard, dewatering weir. At the completion of the work, the retainage basin will be backfilled, and capped with suitable cover. The entire disturbed area will then be graded and stabilized with seasonal grasses. 5. Jurisdictional Determinations 5a. Have the wetlands or streams been delineated on the property or proposed impact areas?* Yes No Unknown Comments: 5b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Project has been designed to be self-contained and will not impact surrounding waters, wetlands, streams or buffers. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Effluent discharge waters from the containment cell will be directed back into the Lake being dredged. This containment of circulation waters is designed to avoid collateral impacts to surrounding area. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? Yes No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: F.
