Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection
conducted on 7/26/2016. The Compliance Evaluation Inspection was conducted by Johnathan Watts,
Environmental Specialist, of the Fayetteville Regional Office. The facility was found to be in
Compliance with permit NCG520014. As part of the inspection, a tour of the site was conducted and
semi-annual sample records were examined from March 25, 2013 to March 15, 2016. You are
commended for your initiative and proactive approach for the documentation and on site monitoring. I
appreciate the time and professional courtesy that you have extended during the inspection. No
additional response is necessary from your office concerning this report. As a reminder, preservation
of the Waters of the State can only be achieved through consistent NPDES Permit compliance.
BV Hendrick Gravel and Sand Company, located at 403 Gravel Plant Rd. Lilesville NC, has
continuously mined this 4000 acre plot since 1924. It appears that the facility is discharging from long
branch creek, which is their sand dredging/dragline operation, and flows into 3 catch basins/ponds
before it discharges another half mile to exit the property into the Great Pee Dee River. Some water is
pumped back from the lower eight and reused in the mineral wash process. Pace Analytical Services,
located at 2225 Riverside Dr. Asheville NC, is used to monitor effluent for pH, Turbidity, Total
Suspended Solids, Total Settleable Solids, Oil and Grease. On October 7, 2010 Turbidity results show
82.5 NTU, which exceeds current Turbidity'limit of the permit (50 NTU), however as stated in the
NCG520000 series, Section A: Effluent Limitations and Monitoring Requirements states, if turbidity
exceeds these levels because of background conditions, the discharge cannot cause any increase in
the increase in the turbidity of the receiving water. Since the water navigates almost half a mile before
discharging into the Pee Dee River and after reviewing the applicable operations that the NCG520000
permit series covers, it appears that the facility was in compliance with effluent limitations and
monitoring requirements of the permit.
