Dear John T. McCoy:

The Division of Water Resources (Division) received your sludge survey information on January
4, 2021. With the survey results, Becky Spearman requested an extension of the sludge survey
requirement for the lagoon at the 3 M’s & T Farm facility. DWR staff from our Fayetteville
Regional office recommended granting sludge survey extension for the lagoon at the farm facility
since there are no animals on farm. Since you have no animals at this time, nor do you anticipate
any in the near future, you are hereby granted a sludge survey extension, provided you follow all
other rules of your WUP, including obtaining waste samples for any applications events, properly
recording such events, keeping records of lagoon levels and rainfall events.

The next sludge survey for the lagoon at 3 M’s & T Farm should be performed before December
31, 2025, or the year in which animals return to the farm, whichever is earlier. Please retain
this letter and keep it with your farm records for reference.
